Senior Project Manager – Enforcement Programme - 31908

Overview

As a programme manager you will support the programme team to identify objectives and deliver significant business change to our enforcement capacity and capabilities.You will work with the Water Regulation Programme Office, a national team that supports delivery, influences policy and secures resources for regulation of the water industry and wider water sector.Responsibilities
Identify the key outcomes required from programmes and the projects within them, and present these with clarity.Develop and maintain a programme plan and present it as a product – bringing together all work required to engage the programme team, track delivery, and create efficiencies.Collaborate with workstream leads to identify activities, resource requirements, milestones and required support.Set programme controls and assurance, enabling the programme to adapt to change if required.Apply and advise on governance, including creating business cases.Capture, manage and report risks and issues, understanding what constitutes a programme risk and how to escalate appropriately.Lead programme meetings, align the team, engage members and motivate delivery.Report progress to different levels of the organisation and Defra, tailoring communications to diverse audiences.Team
This role works closely with the Chief Regulators Group and Water Regulation in the national Environment and Business Directorate. The Water Regulation Programme Office is a new team handling high profile, cross-cutting work and this position provides a view of water industry enforcement across the organisation.Experience and skills
Demonstrable experience leading projects and project teams.Understanding or experience of transforming complex organisations.Excellent communication and influencing skills to present complex information clearly for decision-making.Ability to build and maintain effective relationships with dispersed stakeholders and work with colleagues from diverse backgrounds and cultures; actively encouraging consideration of diversity in work.Ability to meet tight deadlines and prioritise.Thrives in a fast-paced, complex and changing environment; lead project teams through uncertainty and ambiguity as a proactive problem solver.Understanding of water industry, regulation or enforcement activities would be useful.Contact and additional information
This role is advertised until the end of March 2026 and may be extended to March 2027.Flexible/hybrid working location; national role with an EA Office base as applicable.
