Senior Project Manager – Enforcement Programme - 31908

This role supports the Water Regulation Programme Office on high profile, cross-cutting work and provides the Programme Manager with opportunities to lead significant business change to enforcement capacity and capabilities within water industry enforcement.You will work at the centre of our transformation on water industry enforcement and will lead in identifying objectives, planning, governance, risk management and reporting for the programme and its projects. The role involves engaging with dispersed teams, managing resources and ensuring delivery against milestones in a fast-paced environment.Responsibilities
Identify the key outcomes required from programmes and the projects within them, and present these with clarity.Develop and maintain a programme plan and present it as a product that the programme team can engage with to track progress, join up activity and create efficiencies.Work with workstream leads to identify activities, resource requirements, milestones and when support is required.Set programme controls and assurance, enabling adaptation to change when needed.Advise on governance, including creating business cases.Capture, manage and report on risks and issues, understanding when and how to escalate.Lead programme meetings, engaging and motivating the team to deliver shared goals.Report progress to different levels of the organisation and Defra, tailored to each audience’s needs.Team and Environment
This role will work closely with the Chief Regulators Group and Water Regulation in the national Environment and Business Directorate. The Water Regulation Programme Office is a new team handling high profile, cross-cutting work and provides a view of water industry enforcement across the organisation.Experience/Skills Required
Demonstrable experience in successfully leading projects and project teams.Understanding or experience of transforming complex organisations.Excellent communication and influencing skills to present complex information clearly for decision-making.Ability to build and maintain effective working relationships with dispersed customers and work with people from diverse backgrounds; actively consider diversity in work.Ability to respond to tight deadlines and prioritise; thrive in a fast-paced, complex and changing environment; lead project teams through uncertainty and ambiguity as a proactive problem solver.Understanding of the water industry, regulation or enforcement activities would be useful.Contact and Additional Information
This role is advertised until end March 2026 and may be extended until end March 2027. You’ll have an EA Office base location; as a national role, the working location is flexible/hybrid.
