Overview

The Bank spends approximately £300m annually on third party goods and services via contracts procured through the central Procurement Division. This expenditure spans a wide range of categories, including technology, payments systems, work supporting a Grade 1 listed building, and specialist contracts for printing and distributing bank notes. The Procurement Division is adopting a Strategic Category Management (SCM) approach and is seeking experienced commercial professionals to lead this initiative. A Senior SCM Lead will oversee all commercial delivery within the Facilities category, embedding best practices, engaging senior stakeholders, developing strategies, managing sourcing pipelines, and ensuring contract outcomes align with strategic goals. The role reports directly to the Head of Strategic Category Management and leads a team of 10-15 commercial professionals with deep expertise in the technology category and public sector procurement, including familiarity with the Procurement Act 2023/Public Contracts Regulations 2015.This is a people management role with day-to-day responsibility for a team and for defining roles and responsibilities. You will support the Head of Strategic Category Management to establish the new SCM capability by taking on responsibility for one of the Bank''s Strategic categories of spend within the Facilities category, and will work to embed SCM best practice across the Bank.Responsibilities

Lead a team of 10-15 public sector commercial professionals, delivering sourcing and strategic contracting activities to achieve the outcomes of the Category Strategies.Engage with senior stakeholders responsible for each area of strategic spend within the Category to understand the current supplier and commercial landscape, future objectives, and market trends to create medium- and long-term category strategies.Provide commercial and specialist category insight and challenge to senior partners on alternative delivery methodologies and contract models to craft the Bank''s category strategies.Support the development of a coordinated pipeline of the Bank''s future procurements, monitoring both tactical and strategic activities that deliver the commercial landscape underpinning the category strategies.Oversee the management of the Bank''s strategic contracts within each category to ensure performance and alignment with category objectives.Support the development of relationships with Bank''s key strategic suppliers and coordinate senior bank representative engagement.Ensure that the category strategy and all related activity comply with Bank policy and the legislative regime, including the Procurement Act 2023.Collaborate with the supplier management team to embed third-party risk management controls into the category strategy delivery and management.Work with experts to implement the Bank''s sustainability and ESG policies into contracts and the supply chain.Align with the commercial function''s use of eProcurement systems and defined workflows.Model professional behavior, including listening and seeking feedback in a positive and constructive manner.Maintain extensive knowledge of new and emerging trends in the facilities supplier market and supply chain to deliver value and benefits.Qualifications and Experience

Extensive knowledge of facilities and related supplier markets, with a track record of delivering value in complex organisations.Experience delivering sophisticated category strategies within a public sector environment.Experience in supplier relationship management to build long-term, strategic partnerships with key suppliers in a public sector procurement setting.Experience crafting delivery pipelines of sourcing activities to support category strategy delivery, including innovative commercial and procurement models in compliance with public sector legislation and regulation.Strong leadership, assertiveness, and relationship-building skills with the ability to challenge and influence at senior levels.Experience in working within a Public Contract Regulations 2015 and Procurement Act 2023 controlled environment (Desirable).MCIPS qualification (or equivalent commercial experience).Excellent interpersonal, written and oral communication skills, with the ability to present clearly at all levels.Self-motivation and the ability to work independently and as part of a team.Bank Behaviours

Salary: Leeds, £79,200 - £89,100.
