Overview
Senior Procurement Specialist to manage defined expenditure categories and run procurement processes to deliver a portfolio of contracts. Supports the Procurement Business Partner to manage strategic and operational procurement activities to deliver against business objectives and deadlines. Deputises in the absence of the Procurement Business Partner and provides specific procurement category support and advice to the shared service, liaising with business leads within the Trusts to ensure compliance across the spend portfolio. Supports the delivery of an efficient and effective procurement and contracting service to meet customer requirements, ensures best value for all aspects of the Trusts’ business, and promotes the service to users. Leads on a key area of strategic delivery to achieve and maintain NHS Procurement and Commercial Standards accreditation.Responsibilities
Take responsibility and work autonomously for the procurement of defined categories of expenditure by delivering a portfolio of contracts.Support the Procurement Business Partner as directed (and deputise in their absence) in managing procurement and operational activities to meet business objectives and timescales.Act as the lead specialist for specific procurement categories, advising the procurement team and liaising with business leads to ensure compliance with standardised products and rationalise catalogues to an optimum level.Support the delivery of an efficient and effective procurement and contracting service to meet customer requirements, ensuring best value, and promote the service to all users.Support the achievement and maintenance of the Commercial Continuous Improvement Assessment Framework by leading on a key area of strategic delivery.Qualifications
Diploma in Chartered Institute of Procurement and Supply (CIPS Level 4) or equivalent relevant experience.Evidence of PSR, PCR 2015 and knowledge of the Procurement Act 2023 in a working environment.Desirable Skills and Experience
Experience of leading projects within multidisciplinary teams to deliver significant change.Working knowledge of NHS and the issues facing procurement teams.Experience of leading negotiations with suppliers and achieving cost reductions and cost avoidance.Experience of e-tendering portal administration.Stakeholder analysis, engagement and management; understanding of NHS procurement.Probation and Working with Us
This post will be subject to a probationary period. New starters join the Trust on the first Monday of each month and undertake a comprehensive induction, including mandatory training and equipment allocation. The induction is held at the Trust head office in Rainham, Essex.Additional Information
