The unit will oversee the development and delivery of a substantial new pilot to establish strategic licensing powers for the Mayor of London. A Principal Policy Officer is required to ensure prioritisation, funding and delivery at pace.Reporting to the 24 Hour London Manager, the Principal Policy Officer will help drive policy implementation for the Strategic Licensing Project and the 24 Hour London team’s work.The project team will work with all London boroughs, the Metropolitan Police, industry and other partners to design and implement a new Strategic Licensing Policy and powers, pilot a Licensing Service to improve licensing practice and partnership working across London, increase economic impact, and influence national policy.This role requires senior-level stakeholder relationship management and cross-organisational coordination.Principal Accountabilities

Provide leadership, design and oversight of a new policy area with up-to-date awareness of legislative, technical and policy changes, including research and insights.Manage multiple projects and programmes, including procuring and managing consultants and contractors; contribute to consultations, design external training and engagement programmes, and provide policy advice and casework support.Establish and maintain systems for implementing policies and delivering key projects.Maintain strong relationships with senior stakeholders across public and private sectors (culture, local, regional and national government, hospitality) and represent the GLA in forums.Oversee and contribute to policy advice, responses to questions and correspondence to the Mayor, senior managers, Members of the Assembly, and other bodies; make policy recommendations.Present results at conferences, seminars and meetings to external bodies and organisations.Manage project and programme resources in line with Authority policies and Standards.Promote equality of opportunity and address diverse needs of London’s communities; promote flexible working and cross-department collaboration.Accountable to:

Technical Requirements/Experience/Qualifications:Experience delivering policy development, especially on complex projects in a political setting. Licensing or 24 Hour London policy experience is desirable.Proven track record of managing multiple projects and teams, delivering on target and within budget.Experience producing clear reports, analysing research, and delivering briefings on complex issues for diverse audiences.Strong organisational and planning skills, including procurement and management of consultants in high-pressure environments.Experience of senior-level stakeholder engagement.Behavioural CompetenciesBuilding and Managing Relationships:

This is a hybrid role; the postholder will split time between home working and office. The main office is at London Fire Brigade Head Office, Union Street, London SE1; occasional attendance at City Hall.
