Wolviston Management Services are recruiting on behalf of Tioxide Materials Ltd for a Mechanical Technical Authority to join their Engineering team at their manufacturing facility in Greatham, Hartlepool, please see details below;
  
Job Purpose:
The Mechanical Technical Authority provides technical leadership and governance for all mechanical assets across the Greatham site. The role is responsible for defining engineering standards, ensuring compliance with statutory and corporate requirements, maintaining mechanical asset integrity, approving engineering practices and supporting long-term reliability and lifecycle management strategies.
The Mechanical Technical Authority acts as a technical approver for significant mechanical engineering decisions and ensures that mechanical risks are identified, assessed and controlled throughout the asset lifecycle.
  
Roles and Responsibilities:
? Technical Authority and Governance: Act as the designated Mechanical Technical Authority within the site Technical Authority Framework. Own and maintain the site''s mechanical engineering standards, specifications and engineering procedures. Provide mechanical engineering assurance to support COMAH compliance, review and approve technical deviations and act as the site mechanical subject matter expert. Establish and maintain engineering governance processes that support the safe and reliable operation of plant assets and conduct periodic engineering assurance reviews to verify compliance with standards and identify opportunities for improvement.
? Mechanical Integrity Management: Lead the site Mechanical Integrity Programme, maintaining asset life plans and technical oversight of critical mechanical assets to ensure they remain fit for purpose, safe and reliable throughout their lifecycle. Define maintenance, inspection and performance standards for safety-critical mechanical equipment and verify the ongoing effectiveness of mechanical barriers that prevent loss of containment and major accident events.
? Engineering Standards, Compliance and Digital Asset Management: Maintain mechanical engineering standards, statutory and corporate compliance, and accurate asset data within EAM, inspection and integrity systems to support effective engineering assurance and governance.
? Corrosion, Inspection, Degradation and Reliability Management: Provide technical oversight of inspection, corrosion control and RBI strategies, ensuring damage mechanisms, inspection findings and repair methods are effectively managed while using condition monitoring, failure analysis and continuous improvement techniques to improve asset reliability, availability and maintainability.
? Management of Change: Review and approve mechanical Management of Change activities, ensuring engineering risks are assessed and asset integrity and regulatory compliance are maintained. Review and approve deviations from mechanical engineering standards where appropriate.
? Capital Projects and Contractor/Vendor Support Management: Provide mechanical technical authority input to capital projects and specialist contractors, ensuring designs, commissioning, acceptance and supplier support activities align with Tioxide engineering standards.
? Incident Investigation and Risk Management: Lead or support mechanical failure and loss of containment investigations, providing engineering expertise for risk assessments, process safety reviews and improvement actions that support Major Accident Prevention and Process Safety Management programmes.
? Technical Leadership: Provide coaching and mentoring to engineering and maintenance personnel, supporting competency development, graduate engineers and technical professionals while promoting engineering excellence and best practice across the site.
  
Experience and Qualifications:

Essential

  • Degree qualified in Mechanical Engineering.
  • Chartered Engineer (CEng) or actively working towards Chartered status.
  • Minimum 10 years'' experience within a COMAH, chemical, petrochemical, energy or heavy process industry environment.
  • Extensive knowledge of:
    • Pressure Systems
    • Rotating Equipment
    • Static Equipment
    • Piping Systems
    • Mechanical Integrity Management
    • Reliability Engineering
  • Strong understanding of UK engineering legislation and standards including:
    • Pressure Systems Safety Regulations (PSSR)
    • PUWER
    • LOLER
    • COMAH Regulations
    • API 510, 570 and 580 principles
    • ASME and PD5500
    • BS EN Mechanical Equipment Standards
    • EEMUA Guidance
  • Experience leading technical investigations and root cause analysis.
Desirable
  • Chartered Membership of the Institution of Mechanical Engineers (IMechE).
  • API, ASME, EEMUA or equivalent industry qualifications.
  • Experience acting as a Technical Authority within a major hazard facility.
  • Knowledge of RBI, RCM and asset management systems.
