Transactional Finance Team Manager

Location: Council Offices, LE67 3FJ
Start Date: ASAP
Contract Duration: 3+ Months
Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week
Pay rate: £ 26.00 per hour

Responsibilities

  • Lead the Council’s finance function, managing the transactional finance team responsible for end-to-end processes, including Income and Banking, Debtors, Creditors, Procure to Pay, Suspense Accounts, and Reconciliation.
  • Ensure efficient service provision that meets customer needs and key performance indicators, while complying with national legislation and council policies.
  • Provide leadership and management within the transactional financial services team, fostering a collaborative and supportive environment.
  • Drive financial excellence by optimizing processes and contributing to the council's strategic goals.
  • Set and negotiate stretch targets, regularly reviewing performance to ensure efficient processes that support the finance service.
  • Implement and oversee a robust financial management system with strong internal controls.
  • Promote a culture of financial health and support value-for-money services, reporting on benchmark information and key cost drivers.
  • Ensure all transactions align with month-end timetables and reporting requirements, maintaining data integrity and accuracy.
  • Develop and deliver services with standard documentation, processes, and procedures.
  • Ensure reporting against KPIs and Critical Success factors is up to date, with targets reviewed quarterly.
  • Contribute to organizational development to ensure compliance with financial standards and provide necessary training and support.
  • Identify areas for continuous improvement and implement solutions.
Person Specification
  • Demonstrable experience in managing a team effectively.
  • Strong interpersonal, networking, influencing, and negotiation skills to foster relationships and partnerships.
  • Extensive knowledge of financial management within local government, including the use of financial management systems and providing timely financial information and advice.
