Westlakes Recruit is recruiting for a Head of Infrastructure Functional Assurance to support the delivery of a major infrastructure regeneration and improvement programme in a complex, high-hazard environment.
This senior leadership role will be responsible for ensuring the effective delivery, assurance, and continuous improvement of critical infrastructure functions across a large-scale programme.



The Role


As Head of Infrastructure Functional Assurance, you will:


  • Lead the implementation and ongoing improvement of assurance processes across project engineering, design, quality, construction, and asset management functions

  • Oversee wider business support services, including HSE, IT services, and security, ensuring standards, governance, and delivery meet programme objectives

  • Deploy functional leads into project teams to ensure capability, compliance, and best practice are embedded in all areas of project delivery

  • Build strong relationships with internal stakeholders, delivery partners, and customers to support programme success

  • Leverage external expertise to enhance internal capabilities, creating a legacy of best practice beyond the life of the programme

  • Influence at senior levels to ensure clarity, direction, and the right resources are in place to achieve the programme''s vision and objectives

  • Co-lead operational relationships with customers and agencies at appropriate levels


About You


We''re looking for someone with:


  • Significant experience in major project delivery and assurance activities in regulated environments

  • A strong technical background in engineering or a related field, ideally within high-hazard manufacturing or large-scale EPC (Engineering, Procurement, and Construction) programmes

  • Proven leadership, stakeholder management, and supplier relationship skills at a senior level

  • Experience delivering operational excellence in complex programme and project environments

  • The ability to balance quality, risk, compliance, and business performance when making decisions

  • Strong communication skills with the ability to influence, negotiate, and build trust across all levels

  • Experience leading change, managing teams, and driving continuous improvement

  • A degree in a relevant discipline or equivalent professional experience

  • Knowledge of major infrastructure investment programme management and delivery best practices

  • The ability to travel within the UK, with occasional global travel if required


Additional Information


  • Applicants must be able to obtain Baseline Personnel Security Standard (BPSS) clearance. Some roles may require higher levels of national security vetting, which typically require 5-10 years of continuous UK residency
