Pay Rate: £25.07 an hour PAYE/£32 an hour UMBRELLAHours: 35 hours a week; Mon–Sat with 1 Saturday per month. 4 week rota including 2 nights on a Friday/Saturday, 8pm–4am. Standard hours 9:00–17:00.Duration: Initial 6 Month ContractLocation: On-site/office based working in various locations across Barking and Dagenham.Requirements: All applicants must have own vehicle and driver’s license.
Role Purpose
The role contributes to the Council’s objective of reducing environmental crime, noise and nuisance, and other environmental issues to enhance Civic Pride. It involves inspection and monitoring of the borough’s open spaces and private land to improve the street scene and environment, delivering robust enforcement across a range of environmental and nuisance issues.
Responsibilities
Patrol areas, undertake observations, investigations and surveys to identify compliance with relevant legislation; provide advice where necessary within the remit of the post.Provide an out-of-hours response to noise complaints, including late nights and weekends, delivering a service 7 nights a week; investigate breaches of noise nuisance and other anti-social environmental nuisances (including licensing matters and local stressors).Investigate environmental issues on public and private land reported by businesses, residents and other users; use enforcement processes including formal notices and fixed penalty notices.Identify, investigate and address breaches of legislation through written/verbal advice, notices, fixed penalties and legal action in accordance with legislation and the Council’s Enforcement Strategy.Participate in programmed inspections of premises/sites to assess compliance with relevant legislation or requirements as directed by the Council.Draft legal and statutory notices and documents to support enforcement action; prepare legal bundles for prosecution.Take witness statements and gather/preserve evidence for investigations and legal proceedings; act as a witness in court proceedings when required.Carry out periodic surveillance to identify and resolve environmental nuisances.
Experience/Qualifications
Experience of undertaking enforcement activity in a frontline role, including evidence gathering, statement writing, interviewing under Police and Criminal Evidence Act 1984 caution, and use of contemporaneous notes.
