About the Project & Opportunity:
This role is embedded directly within a landmark, multi-billion-pound UK nuclear power infrastructure mega-project. Financed through an innovative economic regulation model and fully backed by institutional and government partners, this programme utilises a replication strategy from previous major builds to achieve significant optimisation in cost and delivery schedule.
As a client-side consultant representing the delivery team, you will occupy a critical assurance and commercial governance position. The focus is on conducting detailed technical and commercial reviews of contractor Target Outturn Cost (TOC) submissions, ensuring that procurement strategies, cost estimates, and risk provisions for major heavy civil engineering packages are robust, transparent, and auditable.
Key Responsibilities:
TOC Assurance & Cost Review
Submission Interrogation: Review detailed contractor TOC submissions, thoroughly evaluating cost build-ups, underlying commercial assumptions, and pricing methodologies.
Risk & Opportunity Management: Analyse contractor risk allowances to identify inconsistencies, hidden contingencies, and cost-saving opportunities.
Governance & Reporting: Support high-level assurance reporting and feed critical data into the programme''s commercial governance frameworks.
Procurement & Pre-Construction
Tender Support: Advise on procurement activities, including detailed tender evaluations, scope definitions, and Bill of Quantities (BoQ) structures.
Contractor Alignment: Participate in contractor clarifications and commercial discussions to ensure final procurement outputs seamlessly align with TOC benchmarks.
Commercial Analytics
Benchmarking: Contribute to comprehensive cost benchmarking, validation exercises, and the ongoing development of cost assurance methodologies.
Risk Mapping: Monitor emerging commercial trends, macro-economic factors, and cost variances that could impact the capital programme''s budget forecasting.
Stakeholder Engagement
Cross-Functional Collaboration: Act as a key liaison across commercial, engineering, and delivery teams.
Assurance Forums: Facilitate structured workshops, review sessions, and assurance panels, providing clear and sophisticated analysis to senior stakeholders.
Candidate Profile:
Requirements & Experience
Industry Track Record: A minimum of 12+ years of experience successfully managing heavy civils or major infrastructure projects.
Core Disciplines: A robust professional background spanning quantity surveying, pre-construction estimating, and complex commercial management.
Contracting Frameworks: Proven experience operating within a premier consultancy or Tier 1 contractor environment, with specific exposure to target cost or similar pain/gain incentive contracting models.
Risk Analysis: A foundational understanding of capital project risk identification, including exposure to Quantitative Risk Analysis (QSRA/QCRA Monte Carlo simulations).
Qualifications:
Education: Degree-qualified in Quantity Surveying, Commercial Management, Civil Engineering, or a matching technical discipline.
Accreditation: Relevant professional membership or charterership (e.g., MRICS) is highly desirable.
