Job Title: Change Learning & Development Lead
Location: Local authority based in Ealing - Hybrid working
Hourly rate: -600 per day umbrella
Contract Length: 3-month contract (possibility of extension)
Working Pattern: Full Time, Monday - Friday, 35 hours

Job Purpose:
Are you passionate about driving successful organisational change through impactful learning and development strategies? We are seeking a dynamic Change Learning & Development Lead to join our team and support a major transformation programme.
As our organisation evolves, this role will be pivotal in ensuring employees are equipped, engaged, and empowered to embrace new ways of working. You''ll lead the people side of change-focusing on learning and development across business processes, systems, job roles, and structures.
Key Responsibilities:
- Develop and implement change management strategies that maximise adoption and minimise resistance.
- Act as a coach to senior leaders, supporting them in their role as change sponsors.
- Lead structured change learning and development activities across the organisation.
- Conduct impact analyses and assess business readiness.
- Design and deliver tailored training programmes aligned with strategic goals.
- Create actionable plans including communications, coaching, training, and resistance management.
- Map skills, analyse capability gaps, and evaluate training effectiveness.
- Collaborate with stakeholders to ensure learning solutions meet business needs.
- Stay current with learning trends and technologies to continuously improve delivery.
About You:
You are an experienced Change L&D professional with a proven track record of delivering successful learning strategies in complex change environments. You''re confident working across all levels of the organisation-from operational teams to senior leadership-and thrive in a fast-paced, collaborative setting.
Essential Skills & Experience:
- Strong background in change management and learning & development.
- Excellent communication and interpersonal skills.
- Ability to analyse data and performance metrics to inform learning needs.
- Experience designing and delivering training, including digital learning solutions.
- Skilled in stakeholder engagement and coaching.
- Self-motivated, proactive, and adaptable.
