Transport Planner

We currently have a vacancy for a Transport Planner to join our Programme & Partnerships service on a fixed term basis.

We are currently seeking to appoint a Transport Planner within our Transport Capital Programmes Directorate, helping to provide technical planning advice on our emerging West Yorkshire Local Transport Plan, together with pipeline major infrastructure transport projects and those that are being developed in live programmes such as the Active Travel Fund (ATF); and the City Region Sustainable Transport Settlement (CRSTS).

As a Transport Planner, you’ll play a pivotal role in implementing the Combined Authority’s regional transport priorities and ambitions across multiple modes of travel, providing technical advice and guidance to a range of stakeholders, championing best practice and quality assurance in shaping our transport schemes to ensure accessibility to all transport users. You will be critical in supporting our drive forward in quality performance and assurance, effective partnership working with our district partners and internal teams and carrying out impactful Capital Programme activities in the development and delivery of major transport infrastructure schemes across the region.

The Role

Reporting into a Senior Transport Planner, your key responsibilities will include:

• Being an engaged and proactive member of the Transport Planning team and supporting on the technical planning, strategic development and delivery of transport projects and long-term pipeline activities across WYCA Capital Programmes and Transport Policy teams. Steering projects to deliver desired outputs and outcomes in line with overarching policies and strategies and/or funding priorities, including all aspects of transport planning from problem identification & resolution, scheme optioneering, business case development, implementation, post-delivery 2 evaluation and lessons learned.

• To provide and/or co-ordinate technical transport planning advice, support and briefings to senior leaders, elected members, Delivery Partners, internal project teams and key stakeholders (e.g. Active Travel England), and be a representative and/or advisor for the Combined Authority on a range of specialised transport, quality design and assurance matters.

• Responsible for the assembly of evidence and analysis to determine whether proposed projects are deliverable, acceptable, affordable and will achieve the desired economic and transport benefits as well as review and challenge scheme designs and/or business cases from our internal project teams or Delivery Partners to ensure correct assurance and quality standards are met.

About You

You will have the following key skills, attributes, education and experience:

• Graduate qualification in a subject relevant to transport planning and/or practical experience of transport planning including processes and techniques, as well as experience of assembling technical evidence and preparing business cases/ reports to a range of audiences.

• A good knowledge of local transport policy and delivery issues, including current legal, financial and political context in which local public transport is delivered.

• Excellent communication skills and forming effective working relationships, as well as a proven ability of negotiating, challenging and influencing stakeholders.

• Experience of effectively contributing to team objectives, including prioritising work demands to meet tight deadlines and reactive to short-notice and high-priority requests from work colleagues and or external stakeholders.

• Demonstrating a commitment to Equity, Diversity and Inclusion (EDI) at all times.
