Transformation Delivery Lead - Digital and Data

OverviewWe have a unique opportunity to play a pivotal role in shaping and delivering the West Midlands Combined Authority’s Digital and Data Transformation. As our first Delivery Lead – Digital and Data, you’ll work closely with the Director of Digital and Data Transformation to turn strategic ambition into a clear roadmap of programmes and activities that deliver real impact and change lives across the West Midlands.
From small-scale innovation projects to major digital product and service implementations, you’ll oversee a wide-ranging portfolio—introducing agile and collaborative ways of working, embedding product management approaches, and ensuring projects are delivered effectively and sustainably.
We’re looking for a self-starter with a proven track record in digital and data delivery—someone who understands what transformation means in practice, not just in theory. You’ll bring expert communication skills, the ability to apply digital portfolio management techniques in a public sector context, and the vision to define and shape methodologies that work for us.
Please note this is a 2 year fixed term contract.
Responsibilities
Manage a portfolio of digital, data, and technology (DDaT) products and services that meet user needs and support transformational change
Work collaboratively with senior leaders to define and shape the strategic direction of our digital service portfolio
Translate strategic goals into delivery roadmaps
Lead the coordination of interdependent workstreams, ensuring delivery is coherent, prioritised, and aligned with organisational goals and user needs
Ensure clear communication and alignment between delivery teams and stakeholders
Create and sustain an environment for high-performing teams
Actively address the most complicated risks, issues and dependencies including where ownership exists outside the team or no clear ownership exists
Monitor progress and manage risks by tracking delivery, resolving blockers, and communicating updates to stakeholders
Produce resource and budget forecasts for our product and service portfolio and actively manage those resources
Qualifications
Proven experience of defining and delivering a portfolio of digital and data products and services
Evidence of working in product or digital service environments, with a track record of introducing or enhancing agile practices within teams or organisations
Track record of implementing and evolving agile practices to improve performance and delivery outcomes
Strong evidence of a customer/user-focused approach, delivering measurable improvements in user experience
Ability to lead, inspire, and motivate teams to achieve high performance and deliver successful outcomes
Experience presenting to and coordinating senior level meetings with the confidence and ability to challenge information provided
Ability to effectively manage/oversee multiple initiatives prioritising work as appropriate to manage risk
Demonstrated ability to develop solutions to complex problems and the ability to manage potentially delicate situations
Excellent written and verbal communication skills with the ability to present complex material to senior leaders
Agile project management qualification or equivalent agile project management or product management experience
LocationThe location for this role is 16 Summer Lane with at least 2 days a week spent in the office.
