Job DescriptionSRG are looking for a temporary institute manager for a university based in London. We are seeking to recruit an experienced Operations Manager for the Institute of Prion Diseases. This post is the senior professional services manager for the Institute. The Institute Manager works closely with and reports to the Institute Director providing excellent service delivery to the Institute''s academic and research staff; enabling and adding value to the activities that are core to the Institute.
Responsibilities
To lead the professional services operational, technical and administrative functions ensuring the support services are delivered in an efficient, responsive and professional manner supporting excellence in research, education, knowledge transfer and enterprise.
Ensure the Institute operates within set budgetary frameworks and policies, providing budgetary and financial management of the Institute and optimising the use of resources.
Proactively support the Institute Director in implementing the Institute''s scientific and operational strategy and in-house strategy, maintaining oversight of the operation and performance of the Institute.
Collaborate and coordinate with relevant business partners and professional services leads to ensure services delivery at Faculty, School and university level meet the needs of the Institute.
Ensure the Institute is compliant with statutory regulations and MRC/Institute policies and procedures are implemented and operated effectively.
Manage the Institute''s external relations initiatives.
Provide effective leadership and management of the Institute''s professional services and technical team, reviewing workloads, resources and training needs.
Ensure the provision of a high quality and reliable operational service across the Institute (including both operational sites) in support of all areas of the academic endeavour.
Maintain liaison with the Faculty Director of Operations and Institute-facing Professional Services Business Partners to ensure efficient and effective service delivery.
Manage Institute resources including finance, staffing, space and facilities to ensure effective stewardship and continuity of services, keeping the Director fully updated on finances across the Institute.
Regularly review the Institute''s operational structure to ensure efficient and effective service; manage changes as needs arise.
Ensure the Institute has effective governance structures, and the Institute Leadership Team can monitor performance and progress on goals and objectives.
Review local Institute policies and procedures in line with guidelines and legislative requirements to improve operational service.
Work with the Director to promote internal communication and staff engagement.
Oversee operational activities at the Biological Services Facility (BSF) and work with the BSF Manager and staff.
Oversee buildings and facilities management at the Institute''s two sites, including space planning.
Collaborate with the Institute Laboratory Manager and Biological Services Manager to oversee short-, medium- and long-term estates projects.
Work with the Institute Safety Officer to ensure health and safety compliance and local safety arrangements, including training, risk assessments and accident reporting.
Advise and assist the Director in identifying strategic objectives and priorities, providing data to support decision-making.
Develop and implement Institute strategy and policy in alignment with Faculty and MRC strategic plans; coordinate annual planning and budgeting cycles.
Lead on UKRI/MRC annual budgeting and quinquennial planning; allocate PI and support service budgets.
Oversee preparation of capital expenditure business cases and annual UKRI/MRC management accounts and returns.
Provide pre-award and post-award support services in collaboration with Research Services and Consultants.
Coordinate the approval process for research grants and enterprise/innovation contracts with Governance Officer where relevant.
Experience and Qualifications
Proven track record in a senior role in administration, operations and management within a higher education environment.
Promoting excellence in administration and support services, including setting service standards and monitoring performance.
Recruiting, managing and developing individuals and advising on employment issues at a senior level.
Demonstrable experience of budgetary management of a large scale, complex budgetary unit, including achieving annual targets.
Demonstrable experience of research funding principles and governance.
Demonstrable experience of implementing employment law underpinning university HR policy (e.g., equal pay issues, job evaluation, contracts, doctors'' training/career structures, fixed term contracts).
Educated to minimum degree level and preferably PhD level in a scientific discipline.
Experience of project and change management.
Experience of working with business partners (e.g. Human Resources Consultancy teams and Information System Divisions) to deliver services, and implement change management and strategy.
Experience of working with NHS partners and clinical academics.
Good understanding of higher education policies, practices and procedures.
