Location: 1 Catford Road, Catford, London, SE6 4RU
Start Date: ASAP
Contract Duration: 6+ Months
Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week
Pay Rate: £ 25.00 per hour

Responsibilities

  • Provide technical recommendations following property inspections for inclusion in the leasing scheme.
  • Inspect dwellings, advise on repairs and adaptations, and support the temporary accommodation team regarding repairs and maintenance.
  • Issue work orders, supervise works, and instruct contractors to remedy defects as needed.
  • Conduct specialist research and analytical duties, making recommendations for action.
  • Utilize available technology, including specialized technical equipment.
  • Prepare statements of evidence and attend court or public inquiries to give evidence on behalf of the Council.
  • Stay updated on current legislation, technical knowledge, and new developments to assist in establishing technical standards.
  • Authorize and verify repair/improvement work under the Private Sector Leasing Scheme.
  • Provide technical advice and assistance to other areas of the housing needs service.
  • Develop and monitor the hostels' capital and planned maintenance program, completing all Project Implementation documentation.
  • Assess vacant dwellings in redevelopment schemes for short-life purposes.
  • Provide technical support to the procurement team.
  • Develop performance standards with the manager and monitor achievements.
  • Ensure all supervised works comply with contract/procurement criteria, specifications, and Health and Safety at Work Regulations.
  • Authorize payments for specified works.
  • Liaise with building services regarding disputes.
  • Investigate claims of damage to PSL properties, produce repair specifications, and negotiate with lessors or their agents.
  • Recommend tenant transfers when extensive repairs are necessary.
  • Determine repair responsibilities according to the PSL lease and prepare cost estimates for owners.
  • Manage the repairs and maintenance budget for temporary accommodation with the Accommodation Supply manager.
  • Negotiate with landlords regarding the hand back of PSL properties, minimizing Council expenditure.
  • Use VDU and computer systems for job duties.
  • Attend meetings with internal and external parties, including difficult residents and legal actions against the council.
  • Conduct on-site risk assessments and produce dynamic risk assessments for difficult and vulnerable customers.
  • Maintain attention to detail and good record-keeping, ensuring timely and appropriate storage of notes, emails, and inspections.
  • Lead and support the investigation, assessment, and resolution of disrepair claims within the housing portfolio.
  • Provide accurate survey reports essential for property maintenance, compliance, asset management, planning, and risk mitigation.
  • Coordinate and oversee contractors for property maintenance, repair, and improvement projects, ensuring quality, budget, and schedule adherence.
  • Integrate stakeholder concerns and feedback into planning, development, and execution phases.
  • Reduce void times, ensure properties meet quality and safety standards, and maximize housing availability for tenants.
  • Ensure consistency and value for money in pricing and specification across jobs for accurate budgeting and financial forecasting.
  • Drive down reactive spending, improve long-term asset performance, and align maintenance activities with organizational strategy.

  • Technical surveying expertise combined with excellent interpersonal and communication skills.
  • Ability to integrate stakeholder concerns into planning and execution phases.
  • Attention to detail and strong record-keeping skills.
  • Proficiency in using technology and specialized technical equipment.
  • Knowledge of current legislation, technical standards, and new developments.
