About the Role

The London Borough of Hackney is seeking a proactive, resident-focused Technical Support Officer to join our responsive repairs team. In this role, you will help maintain a portfolio of approximately 5,000 social housing units, including estate environs and leaseholder liabilities. You will play a crucial part in investigating defects, specifying remedial works, overseeing contractor progress, and ensuring high-quality, compliant repair outcomes for our residents.



Key Responsibilities

  • Surveys & Inspections: Conduct property inspections to identify technical defects (such as dampness), specify repair works, produce accurate estimates, and plan maintenance programmes.
  • Contractor & Project Oversight: Monitor work carried out by contractors and the Direct Labour Organisation (DLO), performing post-inspections to ensure quality, health and safety compliance, and minimal disruption to residents.
  • Resident & Stakeholder Engagement: Serve as a clear, empathetic point of contact for residents. Manage complaints, answer enquiries from Councillors and the public, and attend Area Panels or public forums.
  • Service Delivery: Support the Repairs Call Centre on a duty rota basis, coordinate the "repairs journey" from start to finish, and assist with Section 20 leaseholder consultation processes.
  • Compliance & Administration: Maintain repairs histories, manage process controls and budgets, and adhere to Health & Safety legislation, CDM 2015 regulations, and Council policies.

Key Requirements



Experience & Qualifications

  • Building-related qualification (HND/HNC) or equivalent experience gained in a similar building maintenance role.
  • Demonstrated experience working within a diverse community, liaising with tenants, leaseholders, contractors, and internal teams.
  • Experience in conducting property inspections, writing defect specifications, and preparing estimates.

Skills & Knowledge

  • Deep technical knowledge of construction details and defect pathology across domestic dwellings, including high-rise developments.
  • Solid understanding of Health & Safety regulations, including CDM 2015. Knowledge of Disrepair, EPA, Party Wall legislation, or Section 20 consultation is highly desirable.
  • Proficiency in applying Schedule of Rates, recording payments, and using spreadsheets/databases.
  • Strong communication, negotiation, and presentation skills.
  • Flexibility to attend evening meetings when required.
  • Desirable: Full UK driving licence and access to a personal vehicle for site visits.
