Rate: £14.83 per hour (PAYE)
Contract: Initial contract until September 2027
Working Arrangements: Hybrid working, with 1 day per week in the office

Exciting Opportunity for a Network Management Technician in Leicestershire

An excellent opportunity has arisen for an experienced Network Management Technician to join a Local Authority Highways & Transport team in Leicestershire. The successful candidate will support the delivery of the Council''s network management service, working closely with the Network Coordinator and NRSWA Inspector to assess and manage Street Works activities, permits, licences and highway compliance.

The role requires someone with strong Streetworks/NRSWA experience gained from within the industry, either working for a Utility, Contract Partner or Highway Authority, with a strong understanding of highways legislation, permit processes and network management requirements.

The main duties of the Network Management Technician include:

· Assessing and authorising short-duration permit applications, including Immediate Emergency and Urgent Works.
· Reviewing permit applications and issuing agreement to work (GRANT) or challenging applications through modification requests or imposed variations.
· Managing applications received from third parties without access to Street Manager, including Section 50 Street Works Licence applications, Road Space Booking applications and Section 171 applications.
· Supporting the Network Coordinator and NRSWA Inspector with the management of Street Works activities across the highway network.
· Ensuring all works comply with relevant legislation, procedures and network management requirements.
· Using systems including Street Manager and One.Network to assess applications, manage information and monitor works.
· Supporting highway inspections, compliance checks and monitoring of remedial works where required.
· Liaising with utility companies, contractors, works promoters, internal teams and external stakeholders.
· Maintaining accurate records and supporting the efficient management of the highway network.

The Network Management Technician will have key experience in:

· Previous Street Works / NRSWA experience gained within a Utility, Highway Authority or contractor environment.
· Strong knowledge of Street Works legislation and highway network management processes.
· Experience working with Street Manager and One.Network.
· Experience assessing permit applications and making decisions on approvals, challenges, variations and modifications.
· Understanding of Section 50 and Section 171 applications.
· Experience liaising with works promoters, contractors, utility companies and stakeholders.
· Knowledge of highway legislation and the requirements surrounding network management.
· Experience using highway management systems; knowledge of Confirm would be advantageous, although full training will be provided.
· Strong organisational skills with the ability to prioritise workloads and work independently.
· Good communication skills with the ability to provide advice and guidance to internal and external stakeholders.
