Berry Recruitment is seeking a highly skilled and motivated Stock Condition Surveyor to join our client, New Forest District Council (NFDC). Key Responsibilities
- Conduct detailed Stock Condition Surveys on housing and garage stock to assess current condition and forecast life expectancy of key components.
- Use the Asset Management Mobile Working Platform and update records in Keystone in real-time.
- Perform HHSRS evaluations, Energy Performance Certificates, and asbestos surveys.
- Carry out weekly visual inspections of play parks and equipment.
- Investigate and report on asset queries from CRM/Customer Call Centre/Repairs Team.
- Maintain a condition-based asset register and assist in developing long-term maintenance strategies.
- Support the delivery of planned maintenance, refurbishments, and improvement projects.
- Prepare reports, client briefs, and technical advice for various building-related matters.
- Participate in strategic development, project teams, and tenant consultation groups.
Decision Making
- Make decisions that influence the acquisition and development of housing assets.
- Shape future maintenance programmes through asset management insights, with potential financial implications.
- Make on-site decisions regarding finance, time, quality, compliance, and end-user requirements, often independently and under pressure.
- Provide written and verbal guidance to customers, referring complex matters to the MSCM.
- Resolve customer issues calmly and sensitively, balancing service needs with Council objectives.
- Apply sound knowledge of construction-related health and safety legislation, including CDM Regulations 2015 and risk management strategies.
- Collaborate with a wide range of stakeholders including tenants, contractors, architects, consultants, councillors, and the public.
- Communicate complex information clearly and persuasively to diverse audiences, requiring strong negotiation skills.
Essential Skills & Qualifications
- Degree in a construction-related subject or HNC/HND in Building Construction with substantial experience.
- Qualified Domestic Energy Assessor and P402 Asbestos Surveyor.
- Strong knowledge of building pathology, HHSRS, and relevant legislation including CDM 2015, Gas Safety Regulations, and Party Wall Act.
- Excellent communication and interpersonal skills.
- Ability to work independently and within a team.
- Proficient in Microsoft Office and asset management software.
- Full UK driving licence.
Desirable
- Working towards full membership of RICS or CIOB.
- Experience in asset management decision-making and software use.
