We are seeking an experienced Site Manager with proven delivery experience on Ministry of Justice (Ministry of Justice) projects. The successful candidate will be responsible for managing all on-site activities, ensuring works are delivered safely, on time, within budget, and in full compliance with MOJ standards, prison/security protocols, and government construction frameworks.
Key Responsibilities:
- Manage day-to-day site operations from mobilisation through to handover
- Ensure strict compliance with MOJ security requirements, including controlled access procedures and escorting protocols where applicable
- Coordinate subcontractors, direct labour, suppliers, and site logistics
- Maintain programme delivery, reporting progress against milestones and recovery plans where necessary
- Enforce health, safety, and environmental standards, ensuring full compliance with CDM Regulations
- Liaise with MOJ representatives, prison authorities, consultants, and client stakeholders
- Manage permits, RAMS (Risk Assessments and Method Statements), and site documentation
- Conduct site inductions and toolbox talks
- Monitor quality control and ensure works meet specification and government standards
- Identify and resolve site issues proactively to avoid programme delays
- Oversee site reporting, including daily logs, progress reports, and compliance records
Essential Requirements:
- Proven experience as a Site Manager on MOJ or secure government projects (prisons, courts, custodial facilities)
- Strong understanding of security-cleared environments and controlled access sites
- Valid SMSTS (Site Management Safety Training Scheme)
- CSCS Black Card (or equivalent management-level qualification)
- First Aid at Work certification
- Strong knowledge of CDM Regulations and UK construction health & safety legislation
- Experience managing subcontractors on complex, high-security projects
- Excellent communication and stakeholder management skills
- Ability to obtain or hold relevant security clearance (e.g., BPSS/SC depending on project)
Desirable Experience:
- Delivery of refurbishment or new build works within operational prisons or live secure environments
- Experience working under NEC or other public sector contracts
- Familiarity with MOJ technical standards and compliance frameworks
- Strong planning and programming skills (e.g., Asta Powerproject or MS Project)
