Site Manager

We are seeking an experienced Site Manager with proven delivery experience on Ministry of Justice (Ministry of Justice) projects. The successful candidate will be responsible for managing all on-site activities, ensuring works are delivered safely, on time, within budget, and in full compliance with MOJ standards, prison/security protocols, and government construction frameworks.

Key Responsibilities:

  • Manage day-to-day site operations from mobilisation through to handover
  • Ensure strict compliance with MOJ security requirements, including controlled access procedures and escorting protocols where applicable
  • Coordinate subcontractors, direct labour, suppliers, and site logistics
  • Maintain programme delivery, reporting progress against milestones and recovery plans where necessary
  • Enforce health, safety, and environmental standards, ensuring full compliance with CDM Regulations
  • Liaise with MOJ representatives, prison authorities, consultants, and client stakeholders
  • Manage permits, RAMS (Risk Assessments and Method Statements), and site documentation
  • Conduct site inductions and toolbox talks
  • Monitor quality control and ensure works meet specification and government standards
  • Identify and resolve site issues proactively to avoid programme delays
  • Oversee site reporting, including daily logs, progress reports, and compliance records

Essential Requirements:

  • Proven experience as a Site Manager on MOJ or secure government projects (prisons, courts, custodial facilities)
  • Strong understanding of security-cleared environments and controlled access sites
  • Valid SMSTS (Site Management Safety Training Scheme)
  • CSCS Black Card (or equivalent management-level qualification)
  • First Aid at Work certification
  • Strong knowledge of CDM Regulations and UK construction health & safety legislation
  • Experience managing subcontractors on complex, high-security projects
  • Excellent communication and stakeholder management skills
  • Ability to obtain or hold relevant security clearance (e.g., BPSS/SC depending on project)

Desirable Experience:

  • Delivery of refurbishment or new build works within operational prisons or live secure environments
  • Experience working under NEC or other public sector contracts
  • Familiarity with MOJ technical standards and compliance frameworks
  • Strong planning and programming skills (e.g., Asta Powerproject or MS Project)
