This would suit someone who enjoys the people/process side of ServiceNow just as much as the platform itself. Someone who can sit with HR teams, understand what''s not working, ask the right questions, and then turn all of that into clear requirements, user stories and practical outcomes for the delivery team.  It''s not a hands-on development role, so you won''t be expected to be the person building everything in the background.
