Service Charges & Rent Manager
Noble Recruiting has an exciting opportunity on behalf of our client for a-Service Charges & Rent Manager-to take operational responsibility for the effective management, administration, and communication of service charges and rent processes across a housing portfolio of 7,000+ homes, including homeowners, freeholders, estates, and garages.
This leadership role ensures compliance, accuracy, transparency, and high customer satisfaction while driving continuous improvement and managing a customer-facing team.
Key Responsibilities:
- Develop, implement, and manage annual service charge budgets, ensuring accuracy and transparency.
- Issue annual rent and service charge notifications in line with regulatory requirements and best practice.
- Provide clear breakdowns of charges with transparent explanations of cost changes.
- Ensure compliance with relevant legislation (e.g., Leasehold Reform Act, Landlord & Tenant Act 1985, Housing Acts).
- Oversee estate charges, utility billing, and sinking funds.
- Respond to resident queries and explain charges clearly.
- Work with contractors, suppliers, and internal teams to ensure agreed service standards.
- Lead implementation of new systems and technologies to improve service delivery.
- Present financial and compliance reports to Boards, Committees, and other governance groups.
- Develop strategic plans, including training, quality assurance, and annual service improvements.
Requirements
Education & Qualifications:
- Degree or equivalent professional experience (essential).
- Evidence of continued professional development (essential).
- CIH Level 3 or above, or working towards it (desirable).
Experience:
- Extensive service charge and rent management experience within housing or property.
- Experience managing complex service charges, estate charges, and varied rent models.
- Strong knowledge of leasehold management and Section 20 consultation processes.
- Experience managing contractors and external managing agents.
- Leadership of customer-facing teams with a proven record of KPI delivery and customer excellence.
- Experience leading change initiatives, system implementations, and presenting financial/compliance reports to senior stakeholders.
- Experience interpreting housing legislation, regulatory changes, and managing internal and external stakeholders.
Skills, Knowledge & Abilities:
- Strong knowledge of housing legislation, service charges, rents, and regulatory frameworks.
- Knowledge of the Regulator of Social Housing Consumer Standards (2024) and upcoming reforms.
- Advanced budgeting, forecasting, and financial modelling skills.
- Ability to explain complex financial information in plain English.
- Strong leadership, coaching, customer service, complaint resolution, analytical, reporting, and problem-solving skills.
- High attention to detail, proficiency in Microsoft Office (especially Excel) and housing management systems.
