As a programme manager you will support the programme team to identify their objectives and deliver significant business change to our enforcement capacity and capabilities.Responsibilities
Identify the key outcomes required from programmes and the projects within them, and present these with clarity.Develop and maintain a programme plan and create this as a product – bringing together all the work required in a way which the programme team can engage with to track progress, join up and create efficiencies.Work with workstream leads to identify activities, resource requirements, milestones and when support in these is required.Set programme controls and assurance, enabling the programme to adapt to change if required.Apply and advise programme team on governance, including creating business cases.Capture, manage and report on risks and issues raised through the programme, understanding what is a specific risk for the programme and knowing how to escalate appropriately.Lead programme meetings, bringing together the different programme team members for a common goal, engaging all members and motivating them to deliver.Report on progress to different levels of the organisation and Defra, understanding what different audiences will require.The teamThis role will work closely with the Chief Regulators Group and Water Regulation in national Environment and Business Directorate. These are national, dispersed teams which support delivery, influence policy and secure resources for regulation of the water industry and wider water sector. The Water Regulation Programme Office is a new team working on high profile and cross-cutting work. This position will give you a view of water industry enforcement across the organisation.Experience/skills Required
Demonstrable experience successfully leading projects and project teams.An understanding or experience of what is required to transform complex organisations.Excellent communication and influencing skills – you’ll be able to present complex information clearly and succinctly to enable decisions to be made.An ability to build and maintain effective working relationships with dispersed customers. You will have an ability to work effectively with people from a variety of backgrounds and cultures and actively encourage others to consider diversity issues in their work.An ability to respond to tight deadlines and prioritise.Be able thrive in a fast-paced, complex and changing environment. You will be confident in leading project teams through uncertainty and ambiguity, acting as a proactive problem solver.An understanding of water industry, regulation or enforcement activities would be useful.Contact and additional informationThis role is initially being advertised until end March 2026, and may be extended until end March 2027.You’ll have an EA Office base location, as a national role the working location is flexible/hybrid. We use smart tools, some travel and overnights may be required.You’ll have an inclusive incident management objective in your development plan. We’ll help you find a role to suit your needs.
