Senior Project Manager – Enforcement Programme - 31908

Overview

As a Programme Manager you will support the programme team to identify objectives and deliver significant business change to our enforcement capacity and capabilities.
ResponsibilitiesIdentify the key outcomes required from programmes and their projects, and present these clearly.
Develop and maintain a programme plan and present it as a product that the programme team can engage with to track delivery, join up activities, and create efficiencies.
Collaborate with workstream leads to identify activities, resource requirements, milestones and support needs.
Set programme controls and governance, enabling the programme to adapt to change.
Advise on governance, including creating business cases and reporting on risks and issues.
Lead programme meetings and motivate the team to deliver against goals.
Provide progress reports to different levels of the organisation and to Defra, tailored to the audience.
The Team
This role works closely with the Chief Regulators Group and Water Regulation within the national Environment and Business Directorate. The Water Regulation Programme Office is a new team handling high-profile, cross-cutting work, providing a view of water industry enforcement across the organisation.
Experience / Skills RequiredDemonstrable experience leading projects and project teams.
Understanding or experience of transforming complex organisations.
Excellent communication and influencing skills; able to present complex information clearly to enable decisions.
Ability to build and maintain effective working relationships with dispersed customers and colleagues from diverse backgrounds.
Ability to meet tight deadlines and prioritise in a fast-paced, changing environment; comfortable leading teams through uncertainty.
Understanding of the water industry, regulation or enforcement is useful.
Other InformationThe role is initially advertised until end March 2026 and may be extended.
Location: EA Office base with national flexibility; hybrid working arrangement may apply. Some travel and overnight stays may be required.
