Overview

As a programme manager you will support the programme team to identify objectives and deliver significant business change to our enforcement capacity and capabilities.Responsibilities

Identify the key outcomes required from programmes and the projects within them, and present these with clarity.Develop and maintain a programme plan and create this as a product – bringing together all the work required in a way which the programme team can engage with to track progress, join up and create efficiencies.Work with workstream leads to identify activities, resource requirements, milestones and when support is required.Set programme controls and assurance, enabling the programme to adapt to change if required.Apply and advise on governance, including creating business cases.Capture, manage and report on risks and issues raised through the programme, understanding what constitutes a programme risk and how to escalate appropriately.Lead programme meetings, bringing together different programme team members for a common goal and motivating them to deliver.Report progress to various levels of the organisation and to Defra, tailoring communications to different audiences.Team and environment

The role works closely with the Chief Regulators Group and Water Regulation in national Environment and Business Directorate. These are national, dispersed teams that support delivery, influence policy and secure resources for regulation of the water industry and wider water sector. The Water Regulation Programme Office is a new team working on high-profile, cross-cutting work and provides a view of water industry enforcement across the organisation.Experience and skills

Demonstrable experience leading projects and project teams.Understanding or experience of transforming complex organisations.Excellent communication and influencing skills – ability to present complex information clearly to enable decisions.Ability to build and maintain effective working relationships with dispersed customers and to work with people from diverse backgrounds and cultures, actively encouraging consideration of diversity issues.Ability to respond to tight deadlines and priorities.Thrives in a fast-paced, complex and changing environment; confident in leading project teams through uncertainty and ambiguity, acting as a proactive problem solver.Understanding of the water industry, regulation or enforcement activities would be useful.Additional information

This role is initially advertised until the end of March 2026 and may be extended until the end of March 2027. The role is national with an EA Office base; the working location is flexible/hybrid. Some travel and overnight stays may be required. An inclusive incident management objective will be included in your development plan, with appropriate training provided.
