About the Role
Are you a dynamic and experienced procurement and contracts professional looking to play a key role in improving public health services? We are seeking a Senior Procurement and Contracts Officer to join the City and Hackney Public Health Team.
Working alongside the Public Health Commissioning Manager, you will deliver an effective commissioning and contract management support function. You will play a pivotal role in ensuring that services are procured effectively, contracts are managed robustly, and the best possible outcomes are achieved for our community while implementing our new strategic approach to commissioning.
Key Responsibilities:
- Contract & Financial Management: Manage and maintain an effective contract management system to meet performance targets, control spending, and track monitor information.
- Strategic Procurement: Contribute to public health commissioning strategies, service specifications, and method statement questions.
- End-to-End Procurement: Lead medium and low-risk procurements, mitigating risks and ensuring compliance with Council Standing Orders, the Procurement Code of Practice, and legal requirements.
- Tender & Award Process: Oversee contract notices, coordinate tender panels, facilitate moderation/scoring meetings, manage tender queries, draft committee reports, and ensure entries into the Contracts Register.
- Stakeholder & Provider Engagement: Build strong relationships across partner organisations, lead contract monitoring, and act as a key contact point throughout the commissioning process.
- Advice & Guidance: Provide expert advice on procurement best practices, basic contract law, and service priorities.
- Leadership Support: Support staff development programmes in procurement, offer project management support, and deputise for senior team members (including the Public Health Commissioning Manager and Senior Strategic Commissioner) as required.
About You
We are looking for candidates who demonstrate a strong blend of qualifications, experience, and core competencies:
Knowledge & Qualifications
- Formal qualification, preferably to degree level, or equivalent experience, with a proven commitment to ongoing professional development.
- Solid understanding of the NHS, Local Authorities, primary care, and voluntary sector provisions in relation to public health commissioning.
- Strong knowledge of local government operations, including financial, legal, and political landscapes, as well as the unique health challenges of a diverse, inner-city multi-cultural environment.
Experience
- Proven track record in public sector procurement, commissioning, and establishing/operating contracts and service agreements.
- Practical experience in end-to-end project management and planning/monitoring work programmes.
- Skilled in using IT tools to produce reports, analyse data, and support evidence-based decision-making.

- Organisation & Deadlines: Ability to manage competing priorities, work independently, and meet strict deadlines.
