Senior PMO / Programme Manager 

Location: Heathrow, minimum two days per week onsite
Rate: Competitive Market Rate 
IR35: Inside IR35

Exalto Consulting is supporting a major UK organisation with the appointment of a Senior PMO / Programme Manager for a confidential programme within its Digital directorate.

This role will lead the PMO activity across a complex strategic programme, bringing structure, coordination and clear governance across several workstreams. The programme includes an organisational restructure within a unionised environment, so discretion, clear communication and careful stakeholder management will be important.

The role
You will work closely with the CIO, Digital leadership team and supporting HR and Finance functions to ensure the programme is properly planned, governed and delivered.

Your responsibilities will include:

  • Owning the programme roadmap, resource planning and performance reporting
  • Monitoring delivery, benefits, risks, issues, assumptions and dependencies
  • Maintaining the programme governance framework
  • Coordinating senior stakeholders across Digital, HR, Finance and other specialist teams
  • Preparing business cases, governance papers, reports and senior leadership materials
  • Supporting compliance with legal, internal policy and Trade Union requirements
  • Establishing and managing key PMO processes
  • Providing guidance and leadership to PMO colleagues where required
  • Using data and AI tools to improve reporting, efficiency and decision-making
What we are looking for

You will have experience leading PMO or portfolio activity within a large, complex and matrixed organisation.
You should also have:
  • Experience working directly with CIO-level and senior leadership stakeholders
  • Strong programme governance, planning and delivery management experience
  • Experience coordinating organisational change or restructuring programmes
  • Strong Excel and data analysis skills
  • Financial awareness, including business case development and benefits tracking
  • A structured and hands-on approach to producing programme documentation
  • The ability to work calmly and effectively in a confidential and fast-moving environment
  • Experience managing or developing PMO teams
  • A SAFe Lean Portfolio Management, SAFe Agilist, SPC or equivalent Agile portfolio qualification
Experience working with Trade Unions, within Digital restructuring programmes or in the transport or aviation sector would be useful but is not essential.
MoP or MSP Practitioner qualifications would also be beneficial.

Working approach

This role will suit someone who is organised, collaborative and comfortable working with senior stakeholders. You will need to balance strategic oversight with the practical delivery of reports, plans, business cases and governance materials.

The organisation requires a minimum of two days per week onsite in London.
