If so, we would like to hear from you. Tetra Tech has been awarded the Professional Services Contract (PSC) with Hertfordshire County Council (HCC) for the delivery of Highways and Transport Professional Services, in partnership with Jacobs and Tony Gee and Partners. The PSC is long-term and requires close collaboration within the Councils Highways One Service. Within the PSC, Tetra Tech is responsible for the DMI Service function and to support other service areas within the One Service. The DMI team is currently responsible for service delivery of approximately 20 staff.

Tetra Tech is seeking an experienced Highway Engineer / Transport Planner to act as an Area Manager within the DMI team. This role provides leadership for DMI engineers and accountability for their professional and technical outputs to internal and external stakeholders and delivery partners.

You will use your technical skills to resolve complex transport and highways problems, manage projects and technical resources to deliver on time and to budget. This requires good project management, staff management, and development of junior team members. A hybrid office / home working option may be available.

Responsibilities

Provide effective leadership for DMI engineers within your area and be accountable for their outputs to stakeholders.

Resolve complex transport and highways problems using technical expertise.

Manage projects and allocate technical resources to ensure delivery on time and to budget.

Manage staff development and mentor junior team members.

Prepare and review work programmes, and manage financial and resource aspects of projects.

Review developers method statements and traffic management proposals.

Undertake road safety audits at appropriate scheme stages.

Carry out site inspections during and after construction, prepare remedial works, and liaise with developers.

Review Transport Assessments and other transport/highways documents received with planning applications.

Provide pre-application advice to developers on Transport and Highways matters.

Liaise with Elected Members and other stakeholders as required.

Demonstrate strong leadership, self-motivation and effective communication skills.

Qualifications and Experience

Significant highway design experience, ideally with local authorities; private sector experience with developers is beneficial.

Experience providing professional and technical advice on highways Section 278 and Section 38 agreements, including preparation or review of proposals and checks of adopted highway works.

Proven team management capabilities and direct line management experience, including staff development and mentoring.

Experience in project management: work programmes, financial management and resource management to deliver on time and to budget.

Experience reviewing developers’ method statements and traffic management proposals.

Experience undertaking road safety audits at all appropriate stages of a scheme.

Experience site inspections during and after construction, with preparation of remedial works and liaison with developers and their agents.

Experience reviewing Transport Assessments and related documents in planning applications.

Ability to provide pre-application advice on Transport and Highways matters.

Experience liaising with residents, groups and other stakeholders; strong written, analytical and presentation skills.

Preferred qualifications: degree or master’s in civil engineering or transport planning; professional accreditation such as MICE or CIHT.
