The General Synod of the Church of England voted in February 2020 for the whole of the Churchof England to achieve net zero carbon by 2030. The vote recognised that the global climateemergency is a crisis for God’s creation and a fundamental injustice.The Synod asked for a plan to be made, setting out how to get to net zero carbon. That plan ofaction, called the Routemap, was approved by General Synod in July 2022 in a Motion that askedfor the Routemap to be endorsed, requested every Diocesan Synod to debate the Routemap as itapplies to them, requested high energy users within the Church to draw up a programme of actionbased on the Routemap, and called for progress reports to Synod every three years.The Dioceses of Blackburn, Carlisle and Manchester have agreed to collaborate on theimplementation of their diocesan net carbon zero (NCZ) Routemap action plans approved in autumn2023 and developed by the individual Diocesan Environment Officers in each diocese supported bytheir local governance groups.The Regional Net Carbon Zero Senior Project Manager is a nationally funded role to provideadditional capacity to; track the implementation of the actions in each of the diocesan actionplans during 2024/2025, ensure smooth delivery of c. 175 nationally funded decarbonisationreports for churches, offices, retreat houses across the three dioceses plus Carlisle schoolsand provide a link with the developing national church Roadmap.Key responsibilitiesSupport 3 x diocesan teams with delivery of the individual NCZ plans including;

Creation and maintenance of diocesan project plans/risk registersReporting progress milestones and targets to diocesan governance group(s)Co-ordinating with Diocesan Environmental Officers (DEO) and other staff/volunteers inencouraging greater Energy Footprint Tool returnsCo-ordinating with Diocesan Advisory Committee (DAC) officers in supporting the delivery of NCZdevelopment projectsOverseeing ‘mini-projects’ e.g. piloting Authorised Lay Minister (ALM) and carbon literacytraining in dioceses

Oversee delivery of regional co-ordination of NCZ matters including;

Convening regional co-ordination meetingsReporting progress on delivery of the nationally funded de-carbonisation reports for churches,offices, retreat houses and schoolsEngagement with the national team/DEO network to be a conduit for future opportunities releasedby the national team

Oversee delivery of over 175 building decarbonisation reports including;Ensuring that the reports are delivered to time, cost and quality specifications agreed withthe principal and sub-contractors.Coordinating support to churches, schools, offices and retreat houses on understanding andinterpreting decarbonisation reportsPerson SpecificationQualifications and Training

Educated to at least degree level in a numeric subject.

Knowledge and Skills

A minimum of five years project management experience.A minimum of five years experience of procuring and managing consultant/contract resources.At least three years experience of working with senior leaders and subject matter experts towards delivery of organisational objectives.

This is a full-time role based on a 35-hour working week, but the post holder may berequired to work additional hours as to meet the reasonable requirements of the role. The postholder will be entitled to time off in lieu for attending meetings outside normal office hourswhich may include evenings and weekends.Location:

The post holder will be based at the Blackburn Diocese Board of Finance, ClaytonHouse, Walker Office Park, Blackburn, BB1 2QE. The Diocesan Board of Finance operates a flexible working policy that provides for remoteworking 2 days/week once the initial probationary period has been successfully completed. The nature of the role requires regular travel around the three dioceses, and sometimes beyond.A smartphone and laptop will be provided to assist remote working in accordance with thediocesan policy.Pension:

The default for staff is a Royal London Pension Scheme, 10% Employer contribution 2%minimum employee contribution. Clergy can opt into the Church of England Clergy Pension Schemevia a salary sacrifice. Details of this are available on request.Annual leave:

The full-time entitlement is 25 days (not including statutory bank holidays) inthe first year of employment rising by 1 day per completed calendar year up to a maximum of 30days per year. The appointment is subject to the satisfactory completion of a six-monthprobationary period.Notice Period:
