Refuse and Cleansing Operative

Location: Block B3, New Road, Tir-Y-Berth, CF82 8AU
Start Date: ASAP
Contract Duration: 3+ Months
Working Hours: Mon – Fri, 09:00 – 17:00, 37 Hours per week
Pay Rate: £ 12.85 per hour

Responsibilities

  • Provide an effective and efficient cleansing/waste collection service for the County Borough, including removal of waste, detritus, and bulky items from various locations such as pedestrian areas, grass verges, parks, roads, pavements, wasteland, houses, and public properties.
  • Engage in street washing, yardman duties, and work at Household Waste Recycling Centres.
  • Promote the service and ensure the provision of a quality, effective, customer-focused service.
  • Complete cleansing rounds, requiring litter picking, sweeping for long distances, and loading heavy items of illicit tipping to vehicles.
  • Deliver a customer-focused service to all residents, providing information on cleansing, collection, and recycling.
  • Assist members of the public at Household Waste Recycling Centres, segregating materials for recycling and keeping sites clean and hazard-free.
  • Work out of hours when required to allow emergency services access and perform other functions provided by Public Services.
  • Conduct daily pre and post maintenance checks on machines/equipment and perform routine machine maintenance.
  • Undertake yardsman duties, including driving a forklift truck, loading/unloading vehicles, stock control, and issuing materials and Personal Protective Equipment.
  • Participate in environmental, educational, and customer care initiatives, which may require out of hours working.
  • Use vibratory equipment after training, such as pressure washers, chewing gum removal equipment, drills, strimmers, and chainsaws.
  • Work closely with other crews and supervisors to ensure efficient and effective service provision.
  • Promote cleansing, waste minimisation, recycling, and other environmental issues.
  • Support and work alongside Council Officers, including Public Services Staff.
  • Participate in community-based events or local initiatives and distribute leaflets and flyers as required.
  • Ensure accurate completion of cleansing/collection/delivery schedule records.
  • Comply with Authority's Corporate Strategies, departmental service objectives, and all Authority Policies and procedures.
  • Perform basic administrative and clerical duties as required.
  • Ensure compliance with Health & Safety and Environmental Protection legislation, Risk Assessments, and Safe Systems of Work.
  • Undertake additional duties as required, including waste collection rounds, driving various vehicles or plant, and reporting vehicle or equipment defects.
Person Specification
  • No recognized qualification required but must be able to perform the full range of duties efficiently and effectively.
  • Reasonable competencies in numeracy and literacy.
  • Passes at GCSE or equivalent, and/or relevant experience.
  • Knowledge of the County Borough and services provided by the Public Services division.
  • Understanding of Council Directorates' roles and responsibilities.
  • Ability to work individually or as part of a team in providing quality services.
  • Customer-oriented in providing essential front-line service.
  • Effective communication skills with a wide range of customers, demonstrating the ability to listen and understand residents' needs.
  • Ability to handle stressful or sensitive situations with tact and diplomacy, ensuring personal safety.
  • Competent and experienced driver.
  • Experience in working with community groups on cleansing initiatives.
  • Basic awareness of cleansing/waste management issues.
  • Experience in a customer-focused environment and in driving and maintaining vehicles.
  • Flexibility to work different hours, including weekends, bank holidays, and overtime as required.
  • Willingness to undertake a training program and be prepared to undertake training if required.
  • Trained to Manual Handling Passport Standard.
  • Full current Driving Licence is useful, but not essential.
