This job role requires a highly motivated and enthusiastic individual with excellent programme management and organisational skills to assist and support the Trust’s Redevelopment and Capital Project Programme Management Office (PMO) by providing comprehensive management of key sustainability and infrastructure projects.Advert

The post holder will be required to develop and manage the programme workstream and manage the projects with the support of the project officers and administrative support within the PMO. There are three key projects within the programme and the main objective of the role is to manage the programme to ensure successful implementation of the Trust Strategy. This includes:Lead and develop the Redevelopment Programme Plan to deliver the sustainability objectives of the estate blueprints including: delivery of the Public Sector Decarbonisation Funding project, high voltage/low voltage ring upgrade at UHL project, and PV installation project.Work autonomously to manage the Steering Groups and Programme Boards.Ensure managers requested to attend the Programme Board meetings are prepared and supported.Ensure actions resulting from the Programme Board and Steering Groups are tracked and implemented.Develop business cases to deliver the projects, including commercial expertise to develop the right delivery solutions for construction.Strategically lead the phased approach to infrastructure upgrades at the UHL site and implement sustainable methodology to construction projects and management.The post holder is an advisor to the Board and will therefore work autonomously.Key requirements

WorkforceThis post is responsible for line management of the Programme Team Office.Line management and performance appraisal in adherence to the Trust Appraisal processFinancialResponsible for capital planning and expenditure in the programme (potential programme value exceeding £50m).Contractual management of Trust external advisors.Lead key procurement activities, providing advice to the Programme Board on value-for-money (VFM).PartnershipsSupport relationship development with Local Authority and other statutory and voluntary organisations.Manage relationship with external funders (Salix and NHSE).Communications and relationshipsEffectively and proactively lead a personal portfolio of concurrent, complex design and planning development projects.Apply expertise to analyse large volumes of complex and conflicting data, capture data through surveys and audits, and present information to a wide range of audiences.Support workstream leads to achieve project objectives within agreed timescales, liaising with staff of all levels and professions.Utilise IT programmes to organise and interrogate data to produce evaluation and monitoring reports on projects and programmes.Assess information quality, undertake audits where required, and make judgments on action needed.Ensure detailed design of new service models including policies, processes, roles, relationships, and protocols.Apply change management, facilitation and negotiation skills to encourage full participation of project team members and influence roles in change management, service improvement and delivery.Provide drive and challenge to achieve change objectives as rapidly as possible.Act as an ambassador for the Trust internally and externally.Develop and deploy communication strategies appropriate to the level and complexity of change within projects.Employ expert negotiation and diplomacy skills with key relationships to communicate highly complex or sensitive information to achieve programme goals.We reserve the right to close the post before the stated closing date; please apply early.
