Project Manager - Young Futures Hub Development
- Location: East London
- Salary: -50,000 - -57,000 per annum
- 18 month Fixed-Term Contract
- 4 days per week - Tuesday to Friday
We''re currently recruiting for a Project Manager on behalf of our public sector client based in East London. The organisation has secured government funding through the national youth strategy to establish two innovative Young Futures Hubs across the borough.
This is a rare opportunity to lead the development of a high-profile programme designed to improve young people''s mental health and wellbeing, increase access to opportunities, and help reduce youth crime. Working within a hub-and-spoke model, you will bring together council services, voluntary sector organisations, community partners and young people themselves to create thriving spaces that genuinely meet local needs.
We''re looking for an ambitious and dynamic Project Manager who wants more than just programme delivery. This is an opportunity to build something new, shape the vision, and leave a lasting legacy for young people across the borough.
About the Role
As Project Manager, you will take significant ownership of designing and delivering the Young Futures Hub programme from the ground up. Working closely with stakeholders across the council, voluntary sector and local communities, you will drive the programme forward and ensure successful implementation within the requirements of government grant funding.
This role combines strategic programme leadership with hands-on engagement. One day you could be presenting progress to senior leaders and elected members, and the next facilitating workshops with young people to ensure their voices are at the heart of service design.
Key Responsibilities
- Lead the development and delivery of two Young Futures Hubs across the borough.
- Create detailed implementation plans, programme documentation and project briefings.
- Coordinate consultation and engagement activities with young people, community groups and voluntary sector partners.
- Develop innovative approaches to reach and engage seldom-heard and hard-to-reach young people.
- Support co-production and co-design activities, ensuring young people''s voices influence service development and hub identity.
- Build and maintain effective relationships across a wide range of stakeholders.
- Produce high-quality reports, presentations and communications for senior audiences.
- Ensure delivery aligns with government funding requirements, governance arrangements and reporting obligations.
- Engage confidently with senior council officers, elected members and external partners.
About You
We are looking for an experienced project or programme professional who combines excellent delivery skills with a genuine passion for working with young people and communities.
You will have:
- Proven experience managing complex projects or programmes.
- Experience working with children and young people.
- Strong stakeholder engagement and partnership-building skills.
- Experience leading consultation, engagement or co-production activities.
- Excellent written communication skills, with the ability to produce concise and impactful reports.
- The ability to work effectively with audiences ranging from young people and community organisations to senior executives and politicians.
- Strong organisational skills and the ability to manage multiple priorities.
- Political awareness and an understanding of working within complex public-sector environments.
Desirable Experience
- Delivery of government-funded programmes or projects.
- Knowledge of the voluntary and community sector.
- Experience within youth services, SEND, parent engagement, community development, public health, or related programmes.
Working Arrangements
- A minimum of three days per week on site in East London.
- Flexibility to attend on site four days per week when required by the programme.
- Occasional evening engagement sessions may be needed to maximise participation from young people.
- Flexible working arrangements available to support these activities.
Why Join?
This is not a typical Project Manager position. You''ll have the opportunity to shape and influence a brand-new programme from inception, working across multiple sectors to make a tangible difference to the lives of young people.
In return, you''ll benefit from:
- The opportunity to lead a flagship programme with borough-wide impact.
- Significant autonomy and influence over programme design and delivery.
- Exposure to senior leaders, elected members and strategic partners.
- Extensive learning and development opportunities.
- Strong partnership working across the council and voluntary sector.
- Potential future opportunities arising from the wider three-year funded programme.
Additional Information
The wider programme is funded for three years. Whilst this role is offered initially as an 18-month fixed-term contract, there may be future opportunities beyond the initial term, subject to funding and organisational requirements.
An Enhanced DBS check for both children and adults will be required for the successful candidate.

If you''re a skilled programme professional who thrives on partnership working, meaningful community engagement and delivering lasting outcomes for young people, we''d love to hear from you.
