Senior Programme Manager - Property & Regeneration

Contract
£28.79 per hour PAYE or £37.43 per hour limited paid via umbrella company inside IR35
Our client is looking for an experienced Senior Programme Manager - Property & Regeneration
Supporting the Head of Property, Regeneration & Economic Development in driving forward the strategic agenda of the authority and be responsible for delivering the overall programme for the service area. Take a senior leadership role in the development, management and delivery of complex regeneration programmes, including multi-million-pound capital projects funded through Welsh Government, UK Government and external funding streams.
With responsibility for:
- Translating corporate and regeneration strategies into deliverable programmes
- Providing programme-level governance, assurance and financial control
- Acting as the Council’s lead client representative on major regeneration schemes
- Strategic Planning
- Ensuring compliance with statutory, financial, and procedural requirements

Educated to at least Degree level (or equivalent) in urban regeneration, surveying, planning, construction, project management, or related field with a substantial period of relevant practical and professional related work experience.
Evidence of proven experience of successfully delivering complex regeneration, development, or capital programmes.
Strong project and programme management skills (Prince2, MSP, or equivalent desirable).
Substantial experience managing multi-million-pound budgets.
Excellent stakeholder engagement and negotiation skills.
Strong understanding of planning, construction, procurement, and regeneration policy frameworks.
Proven ability to write business cases, funding applications, and formal reports.
Able to evidence strong analytical and problem-solving abilities.
Detailed knowledge of economic development and place-shaping principles.
Current driving licence with access to a vehicle to enable travel across the County on a regular basis
Demonstrable experience of financial planning and management skills
Ability to speak Welsh
