A likely structure for these groups is set out below. •Programme Manager Preparing a programme plan and assisting in the development of a Heads of Terms agreement with the partner authorities. • Developing and maintaining a detailed project programme that identifies detailed tasks, timescales for completion and important dependencies. The programme will be developed in conjunction with the working groups to be set up.
