Programme Manager (Clinical Informatics) We are seeking an experienced and driven Clinical Informatics Programme Manager to lead a portfolio of digital health and clinical informatics programmes. Reporting directly to the Chief Clinical Information Officer (CCIO) and Chief Nursing Information Officer (CNIO), you will play a pivotal role in shaping and delivering digital transformation projects that enhance patient care and clinical workflows.Key responsibilitiesLeading the planning, delivery, and evaluation of clinical informatics programmes.Managing resources, budgets, risks, and governance to ensure successful outcomes.Collaborating with clinicians, operational leaders, and IT teams to drive adoption of digital solutions.Overseeing change management, stakeholder engagement, and benefits realisation.About you : You will have proven programme or project management experience (PRINCE2, MSP, or Agile), ideally within healthcare or digital transformation. Strong leadership, communication, and stakeholder management skills are essential. Work with the Executives and Senior Managers to implement the elements of the Clinical Digital Programme and ensure that the benefits of the investment are realised by providing appropriate support and change programmes.Management of interdependencies with other systems and projects, the identification of risks and issues and their effective management, ensuring that existing systems continue to meet the Trust business and clinical requirements.Lead the development of a methodology for system process redesign, ensuring that it is integrated with the Trust''s clinical and operational Transformation Programme. The outputs will lead to the identification and prioritisation of the Clinical Digital Programme that will add best value to the Trust''s operations and service transformation objectives.Provide strategic oversight to design and implement Programme Governance Structures to support the programmes of work the Digital function supports.Make substantial contribution to the development of the Clinical and Digital Strategy with specific responsibility for developing Clinical Informatics Strategy and associated policies and procedures.About us

The Clinical Informatics Programme Manager is responsible for the delivery of all aspects of the Clinical Informatics Programme, which will deliver the highly complex programme of work relating to the ongoing implementation of the Trust Digital Strategy. Through the delivery of a portfolio of projects related to delivering the Trust Digital Strategy the Digital Programme Manager will work closely with Executives, Clinicians and Senior Managers to deliver process change, transformation of working practices supporting the enhancement in the delivery of patient care.The post holder will be responsible for all aspects of the Clinical Informatics Programme across the Trust. This will include analysing business requirements, developing business cases, specifying hardware and software requirements, leading procurement, planning implementation, and ensuring service and business benefits are realised.The Clinical Informatics Programme Manager will be an influential member of the Clinical Informatics Management Team, responsible for co-ordinating the ambitious annual programme of work that will deliver the specific needs of the RSCH and local health providers through the delivery of a Digital Programme.The post holder will ensure that all projects within the programme run to time, budget and delivers the desired outcomes and benefits.The post holder will be seen to lead, promote and champion the use of the Digital across the Trust.Person Specification

Qualifications

Masters level degree or equivalentEvidence of continuous professional development and Professional qualifications (e.g. ITIL and COBIT)Prince 2 / MSP or other project and programme management certificationsChartered IT Professional (CITP)Recognised management qualification or equivalent experienceKnowledge

Significant experience of working within a large scale and complex IT management structure including development of strategy, governance and roadmapsStrong interpersonal skills and able to develop and maintain effective and credible relationships with business leaders and supplier managementKnowledge of Service and Security Management standards (such as ISO20000, ISO27001)Knowledge of IT concepts and systemsKnowledge of contracting trends, licensing models, and traditional and emerging contract and vendor performance modelsDeep market knowledge of IT and Healthcare TechnologiesStrong project and process management skills, with the ability to handle multiple vendors and multiple contracts, as well as a wide range of tasksKnowledge of best practices for IT contract negotiation tactics and strategiesFinancial or Budgetary responsibilities - Previously responsible for a budget, involved in budget setting and working knowledge of financial processesExcellent working knowledge and experience of implementing standards and controls e.g. ISO20000, ISO27001Management experience of ITIL disciplinesExperience of working in an IT service providerWhere applicable, understanding of government and industry regulations that will influence contracting approach and vendor behaviourDisclosure and Barring Service Check
