Position: Procurement Officer
Location: London Borough of Harrow, Forward Drive, Harrow, HA3 8NT

Pertemps is seeking a proactive and dedicated Procurement Officer to join the expanding team at the London Borough of Harrow. This temporary role offers an attractive hourly rate between £16.19 to £17.66 under PAYE, along with valuable training, promising career development, and 21 days of annual leave (excluding Bank Holidays).

Key Responsibilities:
- Spearhead procurement initiatives from initial concept through to contract award, implementation, and ongoing management. Ensure all tendering activities, including contract extensions, meet compliance standards and follow best practices.
- Deliver and support projects spanning various services and categories. Apply your procurement expertise across all directorates-covering both tendering and non-tendering work-while closely assisting Procurement Business Partners in executing complex projects.
- Leverage your commercial insight and procurement knowledge to achieve significant efficiencies and cost benefits, whether managing low to high value tenders or supporting intricate, high-value procurement projects.
- Work proactively with commissioners and service leaders to offer a professional, value-added procurement service. Develop effective procurement strategies and constructively challenge approaches, aiding in the achievement of the Borough's ambitions, strategic objectives, and innovation goals.
- Up-to-date practical knowledge of public procurement laws and regulations.
- Experience with e-tendering systems for managing procurement processes.
- Familiarity with local government agendas (savings, social value, climate change, commercialisation).
- Proactive and team-oriented with strong stakeholder partnership skills.
- Commitment to high-quality customer care.
- Excellent written and verbal communication skills.
- Proven ability in planning and delivering procurement projects.
- Strong skills in evaluating supplier and tender data.
