      <description>Location: Surrey | Salary: &amp;pound;55000 - &amp;pound;58000/annum | Type: Permanent | Portfolio Procurement has been engaged by our Greater London based client to recruit for a Purchasing Manager (Public Sector)       The role:   With a focus on strategic sourcing &amp; tendering, the postholder will be focusing on, lead and manage end-to-end procurement exercises, including regulated FTS tenders and framework-based awards, maintain oversight of the procurement pipeline and actively support stakeholders in selecting and using compliant procurement routes.      Duties:    Proactively develop, maintain, and monitor the procurement pipeline, ensuring upcoming requirements are identified early and aligned to regulatory thresholds and delivery timelines.  Work with central teams to forecast procurement requirements, including aggregation opportunities and group wide sourcing strategies.  Identify procurements that may require FTS procedures, framework access, or alternative compliant routes and escalate early to the Head of Procurement where appropriate.  Use pipeline intelligence to reduce reliance on waivers and urgent/non-planned procurements.
