Portfolio Procurement has been engaged by our Greater London based client to recruit for a Purchasing Manager (Public Sector)
The role:
With a focus on strategic sourcing & tendering, the postholder will be focusing on, lead and manage end-to-end procurement exercises, including regulated FTS tenders and framework-based awards, maintain oversight of the procurement pipeline and actively support stakeholders in selecting and using compliant procurement routes.
Duties:
- Proactively develop, maintain, and monitor the procurement pipeline, ensuring upcoming requirements are identified early and aligned to regulatory thresholds and delivery timelines.
- Work with central teams to forecast procurement requirements, including aggregation opportunities and group wide sourcing strategies.
- Identify procurements that may require FTS procedures, framework access, or alternative compliant routes and escalate early to the Head of Procurement where appropriate.
- Use pipeline intelligence to reduce reliance on waivers and urgent/non-planned procurements. Procurement Operations
- Lead end-to-end regulated procurement exercises, including open, restricted and other FTS procedures, from strategy development through to contract award and standstill.
- Advise stakeholders on the most appropriate procurement route for their requirements (e.g. FTS tender, framework direct award, mini-competition, quotation).
- Develop procurement documentation including specifications, evaluation models, award reports, and governance papers suitable for audit and executive scrutiny.
- Ensure compliance with Procurement Act 2023, internal thresholds, Scheme of Delegation and Trust policies.
Key Requirements:
- Minimum 5 years'' procurement experience within the public sector.
- Strong understanding of the Procurement Act 2023 (PA2023) and experience running compliant tender processes.
- Experience publishing and managing procurement notices via the CDP.
- CIPS Level 4 qualification as a minimum requirement.
- Proven ability to manage end-to-end procurement and contract management activities.
- Strong stakeholder management and supplier engagement skills.
- Education sector experience is desirable.
