Are you an experienced Private Sector Housing Enforcement Officer looking for your next London Borough contract?

I''m working with a London Borough that is looking to appoint experienced Private Sector Housing professionals to join its Selective Licensing Enforcement Team on an initial three-month contract.

This is an enforcement-focused position within a well-established Private Sector Housing service. You will manage cases relating to selective licensing, poor housing conditions and non-compliant landlords, progressing investigations from the initial inspection through to formal enforcement action.

The role offers hybrid working, with 3 days on site each week, including office attendance and property inspections across the borough.



Your responsibilities will include:

  • Undertaking inspections of selectively licensed properties across the private rented sector.
  • Investigating breaches of selective licensing conditions and unlicensed properties.
  • Carrying out Housing Health and Safety Rating System inspections.
  • Identifying and assessing Category 1 and Category 2 hazards under HHSRS.
  • Investigating complaints involving housing disrepair, poor property conditions and landlord non-compliance.
  • Preparing and serving statutory notices under the Housing Act 2004.
  • Gathering evidence and progressing formal enforcement action against non-compliant landlords and managing agents.
  • Drafting, issuing and progressing Civil Penalty Notices.
  • Producing inspection reports, witness statements, evidence bundles and tribunal-ready case files.
  • Working closely with landlords, tenants, legal services and internal partner teams.
  • Representing the London Borough at First-tier Tribunal hearings where required.
  • Maintaining accurate case records and ensuring investigations progress within agreed timescales.


The ideal candidate will have:

  • Previous experience working within a Local Authority Private Sector Housing team.
  • Direct experience of selective licensing enforcement.
  • Strong working knowledge of the Housing Act 2004.
  • Extensive experience conducting HHSRS inspections and assessing Category 1 and Category 2 hazards.
  • Experience investigating licensing breaches and taking formal enforcement action.
  • A proven track record of preparing statutory notices and Civil Penalty Notices.
  • The ability to independently manage a busy enforcement caseload.
  • Confidence dealing with landlords, tenants, legal representatives and other stakeholders.
  • Experience preparing cases for tribunal or prosecution would be highly desirable.

This is an excellent opportunity for an experienced Selective Licensing Enforcement Officer or Private Sector Housing Officer to join a busy London Borough and support the delivery of an established selective licensing scheme.

The contract is initially for three months, paying -5055 per hour, with hybrid working and 3 days on site, plus the potential for further extension.
