Private Sector Housing Manager

We are currently looking for an experienced Private Sector Housing Manager to lead a high-performing Private Sector Housing service. This is a senior leadership opportunity to drive improvements across enforcement, licensing and private sector housing standards while ensuring the service remains compliant with current legislation and delivers excellent outcomes for residents.

The successful candidate will lead a multidisciplinary team responsible for enforcement, licensing and policy functions, oversee complex investigations and prosecutions, and play a key role in shaping the future direction of the service.

The Role
·Leading and managing the Council''s Private Sector Housing enforcement, licensing and policy functions.
·Delivering statutory responsibilities under the Housing Act 2004, including HHSRS enforcement and property licensing.
·Ensuring the service is fully compliant with the Renters'' Rights Act 2025 and associated regulatory requirements.
·Managing inspection programmes, licensing schemes, empty homes work and private sector housing enforcement activity.
·Leading complex investigations, prosecutions, Civil Financial Penalties, Rent Repayment Orders and other formal enforcement action.
·Overseeing high-profile and complex housing enforcement cases and providing expert technical direction.
·Managing the development and expansion of selective licensing schemes and associated operational delivery.
·Leading a responsive private sector housing service focused on improving outcomes for tenants and residents.
·Developing and implementing service improvement initiatives, policies and operational procedures.

Key Requirements
·Previous experience managing a Private Sector Housing, Housing Enforcement or Regulatory Housing service.
·Extensive knowledge of the Housing Act 2004, HHSRS and mandatory, additional and selective licensing schemes.
·Strong understanding of the Renters'' Rights Act 2025 and its impact on local authority enforcement.
·Experience leading complex housing enforcement investigations and regulatory interventions.
·Experience managing Civil Financial Penalties, Rent Repayment Orders, prosecutions and associated legal proceedings.
·Strong knowledge of PACE, CPIA and evidential requirements for housing enforcement.
·Experience leading service transformation, performance improvement and change management initiatives.
