The Role:

We are seeking a-Pre-Construction Technical Officer-to support the successful planning and preparation of major works and investment programmes across a housing portfolio. You will play a pivotal role in ensuring projects are thoroughly scoped, technically robust, compliant, and ready for delivery.

Working closely with asset management, commercial and delivery teams, you will be responsible for developing specifications, undertaking technical assessments, carrying out feasibility studies, preparing tender documentation, and ensuring projects comply with all relevant legislation and quality standards before construction begins.

Key Responsibilities:

  • Develop technical specifications, project briefs, drawings and schedules of works for planned investment programmes.
  • Undertake property inspections, site surveys and feasibility assessments to inform project planning and delivery.
  • Diagnose building defects and recommend appropriate technical solutions.
  • Prepare preliminary costings, tender documents and procurement information.
  • Ensure all proposed schemes comply with Building Regulations, the Building Safety Act, CDM Regulations and other statutory requirements.
  • Support planned works, regeneration, net-zero, acquisitions and stock investment projects.
  • Maintain project documentation, risk registers and health & safety information.
  • Provide technical input into procurement activities and contractor evaluations.
  • Work collaboratively with residents, consultants, contractors and internal stakeholders to ensure project requirements are fully understood.
  • Champion quality, compliance and continuous improvement throughout the pre-construction process.

What We''re Looking For:

  • Experience in pre-construction, technical planning, surveying, asset management, or specification-writing roles.
  • Strong knowledge of construction methods, building regulations and compliance requirements.
  • Experience undertaking surveys and diagnosing building defects.
  • Excellent communication, organisational and project management skills.
  • Strong technical writing skills and attention to detail.
  • Good commercial awareness, including understanding quotations, specifications and cost information.
  • A customer-focused approach with the ability to work effectively with residents and stakeholders.

Qualifications Required:

  • HNC/HND, NVQ Level 3, or equivalent construction-related experience.
  • Relevant technical or construction qualification such as CIOB, RICS or equivalent desirable.
  • Knowledge of housing compliance, health & safety legislation and Building Regulations.
  • Competency in Microsoft Office and relevant technical software packages, including CAD or asset management systems where applicable.
