Operational Delivery Manager

Overview

Public Health Wales (PHW) is seeking an Operational Delivery Manager to support the NHS Wales Strategic Clinical Network for Diabetes and PHW''s Tackling Diabetes Together programme. This novel, fixed-term role runs until March2027. Tackling Diabetes Together is a five-year programme that will bring together health care leaders to address the growing health problem. By 2028 the programme will have achieved its two objectives - to have fewer people living with diabetes as well as better care and outcomes for those already living with diabetes. This is the second year of the programme, with a focus shifting to delivery of well-defined programmes designed to improve the lives of people with diabetes. You will report jointly to the Transformation Director at PHW and the Diabetes Strategic Clinical Network. You will play a central role in delivering operational leadership, helping to ensure that PHW''s and the Network''s shared strategic objectives - including system-wide prevention, early intervention and enhanced care - are translated into high-impact delivery across Wales. The scale of the challenge is significant: current figures show around 220,000 people in Wales living with diabetes or pre-diabetes, and projections indicate that by 2035 one in eleven adults will have Type2 diabetes. This role offers the opportunity to be part of a transformative system response, making measurable difference.Responsibilities

Leading and coordinating operational delivery of programme workstreams across multiple stakeholders.Monitoring performance and operational metrics, ensuring progress toward strategic objectives, for example the bundle of 8 care processes.Developing workplans, tracking milestones, and overseeing risk and issue registers.Liaising between PHW, the Strategic Clinical Network and partner health boards and third-sector organisations to support the delivery of agreed outcomes.Supporting implementation of prevention-focused initiatives (e.g. AWDPP, digital tools, community interventions, events, comms and engagement).Resource allocation, and procurement where required.Preparing reports, briefings and presentations for senior stakeholders including PHW leadership and NHS Wales boards.Facilitating governance meetings and steering groups, including stakeholder coordination.Identifying risks and implementing mitigating actions in line with prudent healthcare principles.Ensuring compliance with Welsh Government/NHS policy, information governance and equality impact assessments.Contributing, collaborating and following the theory of change methodology for the programme and providing focussed leadership to allow the successful delivery on system-agreed milestones.About Public Health Wales
