Are you an experienced commissioning professional with a passion for improving outcomes for children and young people? Hackney Council is seeking an ambitious and highly skilled Lead Resources Officer to join our Children''s Integrated Commissioning Service and play a key role in ensuring vulnerable children receive high-quality care, support and educational provision.

As a Lead Resources Officer, you will support the day-to-day leadership of the Commissioning & Resources Hub, managing complex commissioning activity and working collaboratively with social care, education and health colleagues to secure the best possible outcomes for children and families. The role includes acting as a duty manager, providing expert coaching and support to colleagues, and overseeing the commissioning and review of individual packages of care and education.

Key Responsibilities

• Support the operational management of the Commissioning & Resources Hub.
• Lead on complex care, support and education commissioning for children with high levels of need.
• Deputise for the Resources Manager when required.
• Manage and allocate work through the duty management system.
• Monitor quality, performance and value for money across commissioned services.
• Develop strong relationships with providers, partners and stakeholders.
• Contribute to commissioning projects, procurement activities and service improvement initiatives.
• Provide expert coaching, development and training to team members.
• Analyse performance, spend and market data to inform decision-making and commissioning strategies.

About You

To be successful in this role, you will have:

• Significant experience in commissioning, procurement, contract management or placement sourcing within children''s services, education or social care.
• Strong knowledge of care, support and education markets for children and young people.
• Experience managing complex stakeholder relationships and negotiating with providers.
• Excellent analytical, financial and reporting skills.
• The ability to work effectively under pressure and manage competing priorities.
• A commitment to delivering best value, high-quality services and positive outcomes for children and families.
• Experience of coaching, mentoring and supporting colleagues within a service environment.
