Independent Expert Panel Members
The Independent Expert Panel (the Panel) was established in 2020 to provide an effective and independent process for determining complaints of bullying, harassment or sexual misconduct brought against Members of Parliament under Parliament''s Independent Complaints and Grievance Scheme (ICGS). In 2022 its remit was expanded to cover appeals related to breaches of the wider Code of Conduct for MPs. The Independent Expert Panel Members consider matters that are complex, high- profile, high-consequence and sensitive. Their work must be carried out to the highest degree of confidentiality, even though the system itself may be subject to the scrutiny of the media and the public. Consequently, the Panel brings a range of experience and expertise that command the respect and confidence of the public and all parts of the Parliamentary community. Due to the ending of terms of a number of existing members of the Panel in late 2026, the House of Commons is seeking to appoint 4 new Panel members. Panel Members play a pivotal part in ensuring that complaints of bullying, harassment, sexual misconduct, and serious breaches of the MPs'' Code of Conduct are addressed through a process that is fair, rigorous and entirely independent. You will review substantial and often sensitive evidence, sit on small sub panels to determine outcomes or hear appeals, and exercise sound judgement in matters that attract significant public and parliamentary scrutiny.
