Substation Procurement Manager for a Major Offshore Wind Farm in the UK



Responsibilities

  • Lead the development of the procurement strategy for the onshore and offshore substations for the project, in conjunction with internal project stakeholders, external suppliers and in line with the overarching project procurement strategy.
  • Manage the shareholder review and approval process for the procurement strategy, to ensure it is approved in line with delegated authorities.
  • Lead the development and implementation of the projects OFTO strategy and provide advice across the project as required.
  • Prepare all required commercial documentation for the substations package RFP, and work closely with the Engineering, HSSE, Owner''s Engineer and Legal teams to ensure overall progress against the schedule.
  • Work with Legal to prepare the required FEED contract and EPC(I) Heads of Terms templates.
  • Manage the RFP process, ensuring that all bidders comply with the project requirements. Be the interface between the bidders and project team, ensuring that all clarifications are answered in a timely manner.
  • Lead the commercial evaluation of the bids and contractual negotiations with the preferred bidder(s).
  • Coordinate the overall RFP evaluation and prepare the recommendation to award documents.
  • Manage the commercial aspects of the FEED contract and support the Engineering team as required.
  • Lead the contract negotiations for the EPC(I) contract with the preferred bidder.
  • Prepare the EPC(I) contract recommendation to award, in line with shareholder requirements.


Requirements

  • Deep knowledge of the offshore wind supply chain, particularly HVDC OEMs, fabricators, transport and installation contractors and UK civils contractors.
  • Strong experience of preparing and managing complex RFPs, from preparation through to award.
  • Demonstrable experience of negotiating, awarding and managing high-spend and high-criticality contracts.
  • Experience of preparing procurement strategies and managing the approvals process across a range of stakeholders and shareholders.
  • Knowledge of the OFTO process requirements, ideally with previous experience of taking an offshore wind project through the OFTO cost recovery process.
