Housing Strategy Project Manager

We are currently looking for an experienced Housing Strategy Project Manager to lead the development of a statutory Supported Housing Strategy on an interim basis. The role will involve managing an appointed consultant, coordinating stakeholder engagement and overseeing the strategy from evidence gathering and consultation through to approval, publication and delivery monitoring.

The successful candidate will have significant experience developing housing strategies within a local authority environment, with a strong understanding of housing needs, supported housing and strategic housing policy.

The Role
·Lead the development of a statutory Supported Housing Strategy and associated delivery plan.
·Manage an appointed consultant responsible for housing needs analysis, research and drafting the strategy.
·Coordinate evidence gathering to ensure the strategy reflects current and future local housing needs.
·Lead stakeholder engagement and consultation with Elected Members, registered providers and more.
·Lead the Supported Housing Strategy Steering Group, coordinating input from internal and external partners.
·Oversee the production of strategy documents, recommendations and supporting reports.
·Manage the strategy through consultation, governance, approval and publication.
·Develop a delivery-focused action plan with clear outcomes, responsibilities, milestones and performance measures.
·Monitor progress against agreed actions, identifying risks, dependencies and areas requiring intervention.
·Provide progress reports and strategic advice to senior leadership, governance boards and partners.

Key Requirements
·Significant experience in Housing Strategy, Housing Needs or Housing Policy, ideally within a local authority.
·Proven experience developing housing-related strategies, such as Supported Housing, Affordable Housing or Homelessness and Rough Sleeping Strategies.
·Strong understanding of housing needs assessments, strategic housing market evidence and supported housing provision.
·Experience managing external consultants and overseeing the development of evidence-based strategies.
·Experience leading stakeholder engagement, public consultation and multi-agency steering groups.
·Experience managing strategies through local authority governance, approval and publication processes.
·Strong project management experience, including developing action plans, monitoring milestones and reporting on delivery.
·Experience translating complex housing needs data and research into strategic priorities and practical recommendations.
