Highways Officer

Highways Officer - S278 / S38 (18-Month Contract)
An excellent opportunity has arisen for an experienced Highways Officer (S278 / S38) to join a London-based Local Authority on an 18-month contract.
In this role, you will be responsible for inspecting highways project works, including maintenance schemes and the construction of new estate roads under Section 38 and Section 278 agreements.

Key Responsibilities
·Inspect works to ensure compliance with the Works Information, including monitoring material quality, workmanship, and contractor-led testing.
·Oversee the defects process and check materials off-site to safeguard the Council''s interests.
·Maintain high standards of quality control through regular site visits, ensuring compliance with highways, health & safety, and environmental legislation.
·Support the NEC Project Manager by ensuring that all works and materials meet the specified requirements.
·Undertake delegated duties from the NEC Project Manager as required.
·Witness both on-site and off-site testing and commissioning, maintaining accurate records.
·Ensure compliance with legal responsibilities relating to health, safety, welfare, environmental issues, and highways legislation.
·Maintain project records, data, and information systems, alongside general administrative duties.
·Identify technical issues on site, recommend corrective actions, and issue instructions as authorised under the contract.
·Assist in managing contractors and subcontractors, liaising with statutory undertakers, and resolving technical queries.
·Prepare defect schedules and certify completion of snagging items.
·Attend internal and external meetings both on and off site as required.

Requirements
·Proven experience in highways inspection or similar roles within a Local Authority environment.
·Strong knowledge of Section 278 and Section 38 works.
·Familiarity with NEC contracts is highly desirable.
·Previous highways experience is essential.
