Health, Safety and Wellbeing Manager

Overview
West Midlands Combined Authority (WMCA) is looking for a proactive and knowledgeable Health, Safety and Wellbeing Manager to support all aspects of health, safety and wellbeing across WMCA. This role plays a vital part in ensuring the organisation meets its legal obligations while fostering a positive and proactive safety culture. You’ll provide expert advice and guidance, helping to continuously improve our health and safety management systems, processes, and compliance monitoring. With a broad remit across the organisation, you’ll contribute to audits, risk assessments, and strategic initiatives that promote wellbeing and ensure a safe working environment for all. You’ll also be managing two HSE advisors and a HSE technician.What you do matters: you’ll drive high standards, influence positive change, and have a meaningful impact.
What You Will Be Doing
Work flexibly and with integrity to meet WMCA and Health, Safety and Wellbeing needs.
Assist in developing and delivering the Health, Safety and Wellbeing Strategy and plans.
Support governance through reporting and committee structures.
Develop, manage, and review health, safety and wellbeing policies and guidance.
Collaborate with managers to support health and safety across WMCA.
Promote a culture of health, safety and wellbeing awareness.
Represent health, safety and wellbeing interests in meetings and forums.
Chair relevant committees as required.
Deliver health and safety training and inductions with OD and Engagement.
Implement the Health, Safety and Wellbeing Communications Plan using varied media.
Provide expert health and safety advice to WMCA, elected members, officers, and partners.
Manage daily operations of the Health, Safety and Wellbeing team.
Maintain a Safety Management System aligned with ISO45001:2018.
Ensure completion of risk assessments with appropriate controls.
Manage reporting and investigation of accidents, incidents, and near misses.
Handle statutory reporting under RIDDOR regulations.
Conduct proactive monitoring, inspections, and audits.
Produce performance reports and dashboards for forums.
Provide assurance on programme delivery health and safety performance.
Contribute health and safety input to project design stages.
Support fire safety reviews and follow-up actions.
Assist with emergency planning and business continuity.
Provide support and deputise for the Head of Health, Safety and Wellbeing.
Ensure value for money and follow financial governance processes.
What’s Essential
NEBOSH Diploma level or equivalent.
IOSH Membership – minimum CertIOSH.
Delivery of health, safety and wellbeing within multi-disciplinary organisation.
Interpreting health and safety legislation and preparing health and safety policies, procedures, and guidance.
Experience of building relationships with and working effectively with internal and external stakeholders.
Providing competent advice on health and safety matters.
Knowledge of current health and safety legislation and its application relevant to the role.
Delivery of Health, Safety and Wellbeing Strategy and associated delivery plans for multi-disciplinary organisations.
Ability to implement process, procedures and practices in line with defined governance processes.
Strong management and interpersonal skills, able to confidently communicate at all levels.
Ability to compile clear and concise reports for a range of audiences.
Experience of delivering robust monitoring, audit and inspection arrangements.
LocationThe location for this role is 16 Summer Lane, Birmingham, B19 3SD with at least 2 days a week spent in the office.
