To produce and deliver an effective health and safety management system across the council; to ensure that the Council is meeting its legal and moral obligations to employees, contractors and members of the public affected by the Council''s activities.
Key Duties / Responsibilities
Strategic Management
- Manages the Health and Safety Support team, providing expert health, safety and welfare advice and guidance to directorate managers and ensuring co-ordination on the part of the section in meeting City Council and directorate objectives.
- Manages the provision of an effective health and safety service for the Directorate (e.g. policy and strategy implementation, accidents, wellbeing and problem solving), adding value to the business and contributing to overall organisational improvements..
- Coaches directorate managers and health and safety support team to resolve people issues, motivate employees and improve the performance of individuals and teams as a whole, ensuring customer focus.
- Leads directorate managers in creating understanding of the linkages between safety culture, values and leadership behaviours.
- Negotiates the terms of Service Level Agreements with the Directorates and in schools and ensures projects and services are controlled and implemented effectively and consistently.
- Enhances the capacity of the Council to deliver its objectives through the creation of a healthy and safe working environment that supports the physical and mental wellbeing of all staff.
- Promotes and facilitates understanding of the uses and benefits of health and safety, strategy, best practices, management tools, and approaches to behavioural safety, securing commitment to change.
- Leads on the implementation of new health and safety policies and procedures.
- Aligns health and safety activity to the objectives of the directorate and working within the health and safety strategic framework.
- Translate strategic aims into practical and achievable health and safety plans for Directorates and external clients.
- To anticipate new hazards and threats which could affect the City Council and others affected by its work; to risk assess those hazards and plan accordingly.
- Assist Directorates and external clients on the Audit Action Plans and assists the Director with their work programme and agenda.
- Plans, project manages and facilitates best practice including the introduction of a Health and Safety Management System to ensure the City Council fulfils its legal obligations and strives to become a Beacon Authority in respect of Health, Safety and Welfare issues.
Performance
- Facilitates problem solving and generates commitment to change, motivating staff in their efforts to enable line managers and supervisors to resolve health and safety issues and appropriately apply policies, best practices, and management tools.
- Provides leadership in ensuring effective communication and liaison with other operational units and human resource teams for a co-ordinated human resource approach to service delivery.
- Assists in developing and supporting a framework for performance improvements.
- Ensures that Health and Safety staff are performance managed and motivated to deliver cost effective services on time and to agreed quality standards.
- Promotes and implements the effective use of performance reviews (formal and informal) to communicate clear standards and expectations of employees and to assist in the development path of Health and Safety staff.
- Encourages and develops managers in taking ownership of safety issues.
- Accesses information, analyses data and reports on findings to senior management.
- Gives feedback in a manner which allows individuals to grow and develop. This includes changes in behaviours, assumptions and practices so that obstacles to the efficient operation of the Health and Safety Unit can be removed.
- Drives the Directorate''s implementation and monitoring of strategies for the effective employee wellbeing, including sickness.
- Manages the relationships between Directorates, schools and the Health and Safety support team through the use of Service Level Agreements and business plans by contributing effectively to key business (service delivery) issues as well as health and safety issues.
- Plans, project manages'' and facilitates best practice and business process improvements to help directorates achieve their own health and safety objectives and corporate objectives.
