Head of Housing Delivery

We are currently looking for an experienced Head of Housing Delivery to lead the delivery of major improvement and transformation programmes across a Housing Service. Working closely with the Assistant Director, the role will take responsibility for a portfolio of complex projects covering HRA financial improvement, service transformation, strategy and policy implementation, systems change and wider housing improvement.

The Role
·Lead the delivery and oversight of major housing improvement and transformation programmes.
·Manage a portfolio of projects designed to improve the operational delivery of Housing Services.
·Lead priority programmes including HRA budget management and savings, Service Charge Reviews and multi-year improvement activity.
·Lead major service redesign, systems change and implementation of new housing initiatives.
·Translate housing strategies and policies into operational delivery.
·Lead and embed effective project and programme management across the Housing Service.
·Establish and lead multidisciplinary delivery teams across housing, systems, data, improvement and finance.
·Support the development and delivery of the Housing Service''s long-term strategic plan.
·Develop performance indicators, budgets and targets to monitor delivery and service improvement.
·Ensure resident insight and performance evidence are incorporated into service improvement activity.
·Support regulatory assurance, audits, self-assessments and statutory reporting.

Key Requirements
·Significant experience delivering complex housing improvement, transformation and change programmes.
·Senior management experience within a local authority or social housing environment.
·Strong understanding of the operational, financial and regulatory challenges facing Housing Services.
·Experience leading multidisciplinary project and programme teams.
·Experience developing and implementing housing strategies, policies and service improvements.
·Strong knowledge of project and programme management methodologies.
·Experience developing performance frameworks, governance arrangements, budgets and delivery plans.
·Experience working directly with senior officers and Elected Members within a local authority environment.
·A recognised project or programme management qualification such as PRINCE2, MSP or APM would be advantageous.
