Gas Compliance Programme Manager

Elevate Projects are working in partnership with our client, a local provider of affordable housing in Wiltshire, to appoint an experienced Gas Compliance Programme Manager to lead the delivery and improvement of its gas safety compliance programme across its housing stock.

This is a key role within Property Services, responsible for ensuring that all domestic gas servicing, safety inspections, remedial works and associated compliance activity are delivered safely, effectively and within statutory timescales.

The successful candidate will provide strong programme leadership, working closely with internal teams, contractors and senior stakeholders to ensure the organisation maintains full compliance and robust audit trails.

Key Responsibilities

• Lead the organisation''s gas safety compliance programme across its housing stock.
• Ensure all annual gas safety servicing and inspections are completed within statutory timescales.
• Oversee the delivery and monitoring of gas servicing, repairs, remedial works and follow-on actions.
• Develop and maintain effective programme plans, KPIs, dashboards and performance reporting.
• Monitor contractor performance against contractual, operational and compliance requirements.
• Work closely with Gas Compliance Managers, Property Services, Repairs, Housing Management and external contractors.
• Identify and address compliance risks, missed appointments, access issues and overdue works.
• Ensure robust processes are in place for tenant access, failed access and escalation procedures.
• Review compliance data and ensure records are accurate, complete and auditable.
• Provide assurance to senior management that statutory gas safety obligations are being met.
• Support internal and external audits, providing evidence of compliance when required.
• Review existing processes and implement improvements to strengthen compliance performance.
• Manage and monitor remedial works arising from gas safety inspections.
• Ensure relevant certification and documentation is accurately recorded and readily accessible.
• Produce regular reports for senior management and relevant governance / compliance meetings.
• Support procurement, mobilisation and performance management of gas compliance contractors where required.
• Maintain awareness of relevant legislation, regulations, guidance and industry best practice.

Essential Experience

The successful candidate will ideally have:

• Significant experience managing gas compliance programmes within social housing, local authority or a similar property environment.
• Strong knowledge of domestic gas safety and statutory compliance requirements.
• Experience managing large-scale gas servicing programmes across residential housing stock.
• Strong understanding of contractor management and performance monitoring.
• Experience managing compliance data, KPIs, dashboards and reporting.
• Experience dealing with access issues and ensuring statutory inspections are completed within required timescales.
• Strong understanding of audit, assurance and evidence requirements.
• Excellent stakeholder management skills, with the ability to work effectively with operational teams, contractors and senior management.
• Strong programme and project management skills.
• Ability to identify compliance risks and implement effective corrective actions.
